Allpowerreactorlicensees.PurposeTheU.S.NuclearRegulatoryCommission(NRC)isissuingthisregulatoryissuesummary(RIS)toaskthatlicensees,onavoluntarybasis,provideinformationpertainingtoestimatesofthe numberoflicensingactionsthatwillbesubmittedforNRCreviewthroughFY2000and FY2001.Thesubmittalofthisinformationisstrictlyvoluntary.Nospecificactionorwritten responseisrequired.BackgroundInrecentyears,theNRChasundertakenaseriesofinitiativestoimprovetheCommission'splanningprocess.BeginningwiththeNRCStrategicAssessmentandRebaselininginitiativein
1995,theNRChasimplementedanintegratedplanning,budgeting,andperformance measurementsystemtoensurethatthebusinessprinciplesofgoalsetting,strategy development,resourceassessment,andperformancemeasurementundergirdNRCactivities.
TheseinitiativesmeettherequirementsoftheGovernmentPerformanceandResultsActof
1993.Amongotherthings,theintegratedprocessresultsinanagencybudgetandresource allocationprocessthatisstronglytiedtoselectedperformancegoals.Toensurethatcertain performancegoalsandresultingresourceallocationsareasaccurateaspossible,theNRC
periodicallyassessesthecurrencyoftheinformationandassumptionsusedinthebudget developmentprocess.OneelementinthebudgetingprocesswithsignificantresourceimplicationsisthenumberoflicensingactionsexpectedtobesubmittedtoandreviewedbytheOfficeofNuclearReactor Regulation(NRR)inabudgetcycle.Forplanningpurposes,licensingactionsmaybedefined asrequestsforlicenseamendment,licenserenewalortransfer,exemption,relief,reviewofa topicalreportsubmittedbyaspecificlicenseeorotherlicenseerequestrequiringNRCreview andapprovalbeforeitcanbeimplementedbythelicensee.Toimprovetheaccuracyofthe resourceforecasts,theNRCisaskingthatallpowerreactorlicensees,includingthosethat havedeterminedtopermanentlyML003687730

2andinFY2001.Toadequatelycapturethelargerresourceimpactofcertainlicensingreviews,licenseesareasked toidentifybybrieftitlethoselicensingactionsthatareexpectedtogeneratecomplexreviews, suchaspowerupraterequests,licenserenewalrequests,anddrycaskstorageapplications.In addition,itwouldbebeneficialtoincludeinthelicensingactionapplicationestimatesofthe potentialsafetyandoperationalbenefits,costs/man-remaverted,oranyothereconomic savingsthatwouldberealizedbytherequest.Thistypeofinformationwillbeusedtoassistthe NRRstaffinprioritizatingandallocatingresources,andmeasuringNRCsuccessinreducing unnecessaryregulatoryburden.AdministrativeLetter99-02,"OperatingReactorLicensingActionEstimates,"whichwasissuedonJune3,1999,askedforsimilarlicensingactionestimates.Inthefuture,theNRCexpectsto askforlicensingactionestimatesonasemi-annualbasis.Thenextsolicitationwilloccurin mid-2000andwillrequestvoluntarysubmittalsforFY2001andFY2002.LicenseesareaskedtovoluntarilyprovidetheirestimatesoflicensingactionsubmittalstotheU.S.NuclearRegulatoryCommission,ATTN:DocumentControlDesk,Washington,D.C.
