Dear Sir or Madam:
By letter dated December 20, 2010, Entergy Nuclear Operations, Inc. (ENO) submitted an updated Palisades reactor vessel pressurized thermal shock (PTS) evaluation (Reference 1). The PTS evaluation concluded that limiting welds would not reach the 10 CFR 50.61 PTS screening criterion limit until April 2017. The updated reactor vessel PTS evaluation was approved by the NRC in a letter dated December 7,2011 (Reference 2). In the December 20, 2010 letter, ENO committed to perform a volumetric inspection of the reactor vessel beltline region welds during the 2012 refueling outage. ENO also committed to submit a revised PTS evaluation under 10 CFR 50.61 a, including an evaluation of near-surface flaws from the volumetric examination, no less than three years before reactor vessel limiting axial welds are projected to reach the 10 CFR 50.61 PTS screening criterion limit. ENO now plans to perform the volumetric inspection of the reactor vessel beltline region welds during the 2013 refueling outage. Performing the volumetric inspection during the 2013 refueling outage will support submittal of the revised PTS evaluation under 10 CFR 50.61 a at least three years prior to reaching the PTS screening criterion limit.
