SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION SUPPORTING AMENDMENT NO. 17 TO FACILITY OPERATING LICENSE NO. R-103 UNIVERSITY OF MISSOURI - COLUMBIA DOCKET NO. 50-186

1.0 INTRODUCTION

By letter dated November 30, 1988, the University of Missouri at Columbia requested a_ change in Appendix A of Facility Operating License No. R-103, Technical Specifications for the University of Missouri Research Reactor-(HURR). The requested change would correct an error made in the licensee's submittal that was carried into Amendment No.16.

.2.0 EVALUATION Amendment No. 16 to Facility Operating License No. R-103 was issued on October 20, 1988. One of the changes that the. licensee requested ~in their.

application for Amendment No. 16 was to replace in the Technical Specifications, references to the U. S. Atomic Energy Comission with the U. S. Nuclear Regulatory Comission. After issuance of Amendment No. 16, Technical 4 Specification 6.1.e. read as follows:

Any additions, modifications or maintenance to the systems described in these specifications shall be made and tested 1n accordance with specifications approved by the U. S.

4 Nuclear Regulatory Comission.

i' The specification had originally read:

Any additions, modifications or maintenance to the systems described in these specifications shall be made and tested 1 in accordance with specifications to which the system was originally designed and fabricated or to specifications approved by the U. S. Atomic Energy Comission.

. The phrase "to which the system was originally designed and fabricated or to specifications" was removed from the Technical Specification in error. The  ;

licensee's intent was only to change U. S. Atomic Energy Comission to U. S. '

Nuclear Regulatory Comission. The licensee has requested that the above  ;

phrase be restored to Technical Specification 6.1.e. "

Because the specification corrects an error in wording and is returned to wording that was previously acceptable, the staff concludes that the requested change is therefore, acceptable.-

3.0 ENVIRONMENTAL CONSIDERATION

This amendment involves changes in the category of recordkeeping, reporting, and administrative procedures and requirements. Accordingly, this amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(10). Pursuantto10CFR51.22(b),noenvironmentalimpactstatement or environmental assessment need be prepared in connection with the issuance of this amendment.

4.0 CONCLUSION

The staff has concluded, based on the considerations discussed above, that:

(1) because the amendment does not involve a significant increase in the probability or consequences of accidents previously evaluated, or create the  !

possibility of a new or different kind of accident from any accident previously evaluated, and does not involve a significant reduction in a margin of safety, I theamendmentdoesnotinvolveasignificanthazardsconsideration,(2)there i is reasonable assurance that the health and safety of the public will not be I endangered by' the proposed activities, and (3) such activities will be conducted in compliance with the Commission's regulations and the issuance of this j amendment will not be inimical to the common defense and security or the }

health and safety of the public.
