. The U. S. Nuclear Regulatory Comission (the Comission) is considering issuance of an atendrent to facility Operating License No. NPF-3, issued to ToledoEdisonCompanyandTheClevelandElectricIlluminatingCcepany(the licensees), for operation of the Davis-Eesse Nuclear Power Station, Unit ho. 1, located in Ottawa County, Ohio.

ENVIRONMENTAL ASSESSMENT Identification of Proposed Action:

The proposed ameneent, submitted by application dated December 7,1987, would revise the TS Sections 3/4.7.10, 6.4, and 6.9. and Bases section 3/4.7.10 to update the TS's to reflect current plant design, testing, and compensatory reasures relating to the fire protection features and programs at the factitty.

The Need for the Proposed Action:

Certain of the changes proposed are administrative in nature and are needed for clarification or for reforr.atting while others are needed to reflect current plant cesign, or in some cases, represent more stringent ,

requirerents. This amend. Tent would represent a step towards eventual conferrance of the TS's with Generic Letter 8610.

2 Environmental Ir. pacts of the proposed Action:

The Comission has evaluated the environrnental impact of the proposed amendment and has detemined that there would be no increase in any radio-logical effluents offsite. The Comission has also detemined that the probability of accidents has not been increased by the proposed changes and that post-accident radiological releases would not be greater than previously detemined, heither does the proposed amendrent otherwise affect radiological plant effluents. Therefore, the Ccenission concludes that there are no significant radiological environrental impacts associated with this proposed amendtnent.

With regard to potential non-radiological impacts, the proposed arend-ment involves a change in surveillance or reporting requirements. It does not affect non-radiological plant effluents and has no other environmental irpact. Therefore, the Comission concludes that there are no significant non-radiological environmental impacts associated with the proposed amendnent.

Alternatives to the proposed Action:

since the Cocnission has concluded that the environmntal effects of the proposed action are negligible, any alternatives with equal or greater environmental irpacts need not be evaluated.

The principal alternative would be to deny the requested amendeent. <

This wculd not reduce the environcental impacts attributable to this facility and would result in a larger expenditure of licensee resources l to cceply with the Comission's regulattens.

The Comission's staff reviewed the licensee's request and did not consult other agencies or persons.

FlhD!NG OF NO $!GN!FICANT IMPACT The Comission has deterinined not to prepare an environcental irpact staterent for the proposed arendrent.

Based upon the foregoing environmental assessment, we conclude that the proposed action will not have a significant effect on the quality of the human environeent.
