With regard to the 2012 license renewal, Accession Number ML113040421 is listed as publicly available. If you are having trouble with the Web-Based ADAMS, you can get help from the Public Document Room (PDR) staff at https://www.nrc.gov/reading-rm/contact-pdr.html.

With regard to Chapter 1 of the license application, Accession Number ML18011A186 is listed as publicly available. However, it is a very large file (158 pages). You scroll down to find Chapter 1. The page I referenced is located on the 13th page of the file. The PDR staff can help you with this file also.
