As discussed during the telephone conference, penetrations SQN-1-PENE-302-0026-S  and SQN-1-PENE-302-0040-S were removed from the 10 CFR 50.49 environmental qualification (EQ) program as part of a plant modification, as these penetrations do not contain any safety-related electrical equipment and that the sole safety-related function for these penetrations is to maintain containment pressure boundary integrity. Therefore, these penetrations were removed from the EQ program and will continue to be maintained in accordance with the 10 CFR 50 Appendix J leak rate program.

SUMMARY

OF TELEPHONE CONFERENCE CALL SEQUOYAH NUCLEAR PLANT, UNITS 1 AND 2 LICENSE RENEWAL APPLICATION AUGUST 20, 2015 The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of Tennessee Valley Authority (TVA or the applicant) held a telephone conference call on August 20, 2015, to discuss and clarify the applicant's annual update to the Sequoyah Nuclear Plant, Units 1 and 2 license renewal application (LRA), particularly with regards to the aging management of electrical cable penetration components. In accordance to 10 CFR 54.21(b), TVA submitted the second annual update to the LRA.

The LRA was revised to note that penetrations SQN-1-PENE-302-0026-S and SQN-1-PENE-302-0040-S are not within the scope of the EQ program and to clarify how aging effects are managed for these two penetrations.

During the telephone conference call the following key clarifications were made:

1) Insulated cables, connections in non-EQ penetrations including SQN-1-PENE-302-0026-S and SQN-1-PENE-302--0040-S continue to be within the scope of license renewal and are subject to AMR as identified in Table 2.5-1. The AMR results are reported in Table 3.6.2. 2) GALL Report AMP XI.E1 (non-EQ Insulated Cables and Connections) is the referenced GALL Report aging management program (AMP) (insulated cable and connection commodity group). 3) GALL Report AMP XI.E1 - non-EQ penetration electrical equipment (insulated cable and connections) are evaluated under this AMP. Accessible insulated cable and connection are inspected and also represent, with reasonable assurance, the inaccessible portion of the non-EQ penetration insulated cable and connections located in an adverse localized environment. 4) TVA agreed to Revise Section 2.5 to reflect the above clarifications.
