SUMMARY

OF THE REACTOR OVERSIGHT PROCESS BIMONTHLY PUBLIC MEETING HELD ON MAY 15, 2024

On May 15, 2024, the U.S. Nuclear Regulatory Commission (NRC) staff hosted a public meeting with the Nuclear Energy Institutes (NEIs) Reactor Oversight Process (ROP) Task Force executives, other senior industry execut ives, and various external stakeholders to discuss the staffs progress on initiatives related to the ROP. The topics discussed during this hybrid meeting are described below.

NUREG 1022 Reporting Guidance Supplement 2 Update

The NRC staff provided answers to specific que stions related to a draft Supplement 2 to NUREG 1022 Revision 3, "Event Reporting Guidelines: 10 CFR 50.72 and 50.73.

NRC Response to Performance Indicator FAQ 23-03

NextEra staff previously introduced a draft frequently asked question (FAQ) related to a site-specific exemption for IE01, Unplanned Scrams per 7000 hours0.081 days <br />1.944 hours <br />0.0116 weeks <br />0.00266 months <br /> ( ML23318A178). Turkey Point Unit 3 experienced a scram on September 22, 2023, caused by a lightning strike and grid disturbance. The NRC staff accepted this as FAQ 23-03 for review at the ROP public meeting on November 16, 2023.

At the January 17, 2024, ROP public meeting, the NRC presented a proposed response of not granting an exemption from IE01, Unplanned Scrams per 7,000 hours0 days <br />0 hours <br />0 weeks <br />0 months <br /> for the event on September 22, 2023. Subsequently, NextEra staff withdrew the FAQ, then elected to revise the original FAQ submittal, and presented those changes at the March 26, 2024 ROP public meeting (ML24081A161).

Consistent with the performance indicator FAQ process, the NRC reviewed the revised submittal and did not grant an exemption from IE01. This FAQ is considered closed.

Analysis of Baseline Inspection Preparati on and Documentation (BIPD) Hour Charges

The NRC staff presented an analysis of BIPD hour charges over the last 5 to 6 years. The analysis reviewed trends for all inspections as well as team inspections (such as biennial problem identification and resolution, comprehensive engineering, design basis assurance, and focused engineering). The NRC staff identified an overall downward trend with respect to BIPD hour charges.

Revision to Inspection Procedure 93100, Safety-Conscious Work Environment Issue of Concern Follow-up

The NRC presented the proposed inspection manual chapter and inspection procedure (IP) changes and the status of this SECY paper for discussion. Industry comments received during this meeting were mostly positive, concerns were alleviated, and all questions were answered.

Potential Future Focused Engineering Inspection (FEI) Topics

The NRC staff shared six potential topics for the future Focused Engineering Inspections. Those potential topics are Setpoint Management, External Hazards, Probabilistic Risk Assessment (PRA) Configuration Control, Electrical Dist ribution, Digital Modifications, and Inservice Inspection (ISI) Selection/Risk. The staff also indicated that they could repeat any of the five existing FEIs in the future inspection cycles. Industry representatives had previously asked for these potential topics and indicated the plan for industry to share their thoughts and input on potential future FEI topics during the upcoming July 2024 ROP bi-monthly public meeting.

The NRC staff shared the criteria for selection of the FEIs are risk significance, including PRA insights and common cause failure potential; operating experience, including past industry performance trends in SSC failures and insight s from NRC inspections; and potential for engineering challenges, including changing conditions such as aging effects and significant modifications to safety systems, which would not be identified through other inspections. The criteria are discussed in SECY 18-0113 Recomm endations for Modifying the Reactor Oversight Process Engineering Inspections. Centralized Inspections Follow-up Discussion

NEI provided additional discussion related to the concept of centralizing inspection efforts following a standalone public meeting. Industry a sked the NRC to consider any ways to credit part of a sample or at least save time inspecting a sample for the upcoming River Bend Station Commercial Grade Dedication inspection using the same or similar sample from one of the previous Commercial Grade Dedication inspections at an Entergy owned site.

Other Items / Open Discussion

NEI indicated that they would be providing some clarifications to draft NEI 99-02 Revision 8 for NRC staff to consider during the ongoing review.

The Next ROP Meeting

The next ROP bimonthly public meeting is tentatively scheduled for July 17, 2024.

Conclusion

At the end of the meeting, NRC and industry management gave closing remarks. The industry representatives expressed appreciation for t he open dialogue and willingness of NRC staff to hear industry views. The NRC management stressed the importance of the NRC being focused on providing reasonable assurance of public health and safety when considering changes to the ROP.
