18 Nov.1993 Docket Nos. 50-407 U.S. Nuclear Regulatory Commission Document Control Desk Washington, D.C. 20555 RE: Nuclear UUNEL Emergency Plan

Dear Sirs,

We have just revised our facility Emergency plan for our laboratory containing the TRIGA reactor (Docket No. 50-407). Enclosed is revision 2 dated November 18,1993, submitted according to 10 CFR 50.54.q and the instructions outlined in letter dated July 30,1993. (A copy of the letteris attached). In addition, a 60 day extension was granted (by Marvin M. Mendonca Oct. 21,1993) to allow sufficient time to investigate issues concerning security and emergency preparedness that impact specific elements of the plan.

We believe the changes made in the revised plan eliminate the identified weaknesses stated in the July letter. Since these changes do not reduce the effectiveness of the plan, we are implementing this improved plan in accordance with the provisions provided in 10 CFR 50.544.

In the case of point 3 a and b, we decided to provide the specific description of equipment and it uses in the emergency procedures. These procedures are the implementing document for the emergency plan. Organizing the information in this way allows us to upgrade our emergency response and equipment in a timely manner as new techniques and technology becomes available.

If there are any concerns or questions concerning the submitted plan, please call (801) 581-8499 or write. Written correspondence should be sent to:
