PEACH BOTTOM ATOMIC POWER STATION STATUS REPORT FOR THE PERIOD JANUARY 21 - FEBRUARY 4, 1988 Enclosed is the Peach Bottom periodic status report from the NRC Resident Office at Peach Bottom. Three NRC resident inspectors monitored activities at the plant during the report period.

These status reports are intended to provide NRC management and the public with an overview of plant activities and NRC inspection activities.

Sobsequent inspection reports will address many of these topics in more detail.

. PEACH BOTTOM ATOMIC POWER STATION STATUS REPORT FOR THE PERIOD January 21, 1988 - February 4, 1988 1.0 Plant Status

-As of 8:00 a.m. on February 4, 1988, Unit 2 and 3-are in a cold condition per the March 31, 1987, NRC Order with coolant temperatures less than 200 degrees Fahrenheit. The Unit 3 core is completely off loaded into the spent fuel pool.

2.0 Facility Operations Summary Unit 2 is in day 339 of its seventh refueling outage that began March 13, 1987. Final work is being performed to support the reactor pressure vessel hydrostatic test that is currently scheduled for the second week of February 1988. Unit 3 has been in a cold condition per the March 31, 1987, NRC Order since April 1, 1987. Unit 3 is in day 127 of its recirculation system pipe replacement outage that began October 1, 1987.

The "first cut" of recirculation pipe occurred on January 26, 1988. All ten recirculation inlet nozzles (N-2) and both recirculation suction nozzles (N-1) have been cut out and plugged. The vessel was then reflooded in preparation for jet pump instrument line work.

Recirculation pipe cutting and its removal from the drywell continues.

3.0 Items of Special Interest 3.1 The Director of the Division of Reactor Projects, Region I, met with licensed control room operators on January 22, 1988 to personally deliver letters informing them that individual enforcement con-ferences would be held beginning February 8, 1988.

3.2 The licensee informed the resident inspectors on January 25, 1988, that GE ultrasonic examinations detected cracking in two reactor vessel shroud access hole covers. These manways are 20.5 inches in diameter, 5/8 inch thick, opposite each other on the baffle plate and welded shut during construction. The cracks are intermittent along 50% to 60% of the circumference and are a maximum of 70%

through wall depth. The cracks have been characterized as inter-granular stress corrosion cracking (IGSCC). Analysis and investi-gation is continuing by GE and PECo. NRC Information Notice 88-03 regarding this problem was issued on February 2,1988.  !

3.3 In response to an INPO letter to PECo that was very critical of corporate management, the following changes were announced on February 2, 1988.

John H. Austin, Jr. - President - elected early retirement, effective March 1, 1988; and James L. Everett, III - Chairman and CEO - assumes Mr. Austin's duties until a replacement is named.

3.4 On February 4,1988 Dr. Thomas E. Murley, Director, Office of -

Nuclear Reactor Regulations and William F. Kane, Director, Division of Reactor Projects, Region I, briefed the Maryland Congressional Delegation and the Governor of Maryland on the status of Peach Bottom at the Capitol Building in Washington, D.C.

4.0 Other Items of Interest 4.1 The licensee informed the residents on January 29, 1988, that a suspect substance was found by a contractor supervisor in the protected area. The small white capsule was found in the administration building and field tested positive as methamphet-amine. The licensee is awaiting confirmatory laboratory. analysis.

Resident inspectors are following the licensee's action regarding this occurrence.

4.2 The NRC Panel met at Peach Bottom on January 27, 1988 to review ,

PECo actions and schedules associated with Section II of the Restart Plan for PBAPS.Section II was scheduled to be submitted to NRC in mid February.

5.0 NRC Activities During the Period Three NRC Resident Inspectors were assigned to monitor plant activities between January 21 and February 4, 1988. These individuals consisted of the following: ,

Thomas P. Johnson - Senior Resident Inspector Richard J. Urban - Resident Inspector Larry E. Myers - Resident Inspector Areas inspected included operational safety, shutdown order commitments, radiation protection, physical security, control room activities and demeanor, reportable events, surveillance testing, outage activities, maintenance, and outstanding items.

A routine physical security inspection report (50-277/87-37; 50-278/87-37) was issued on January 22, 1988. The inspection was conducted between November 16-19, 1987. Two apparent violations were cited in the areas of physical barriers for the protected area and lighting.

l Enclosure A resident inspector routine inspection report (50-277/87-29; 50-278/87-29) was issued on January 29, 1988. The inspection was conducted between November 28 and December 31, 1987. No violations were noted; however, concerns were expressed in the area of performance and poor oversight of the security force. A management meeting will be scheduled to discuss NRC concerns in the security and health physics areas.

A special team inspection report (50-277/87-32; 50-278/87-32) regarding inservice testing was issued on January 25, 1988. The inspection was conducted between November 2-6, 1988. Four apparent violations were cited in the area of inservice testing of pumps and valves.

A routine inspection report (50-277/87-33; 50-278/87-33) regarding Generic Letter 84-11 (Inspections of BWR Piping) was issued January 26, 1988. The inspection was conducted between, November 3-4 and November 16-29, 1987. No violations were noted.
