Background
- VC Summer plant site is located in Jenkinsville SC and is part of NRC Region II. Current site is a single unit Westinghouse 3 loop PWR.
- VC Summer will lose full core offload capability in 2017 without used fuel storage availability
- 2766 ffuell assemblies bli willill b be useddb by th the end d off plant life in 2042
- Requires 75 MPCs (includes emptying fuel pool at the end of plant life)
- Assumes 37 fuel assembly MPC capacity
- VC Summer will utilize a General License for used fuel storage in accordance with 10 CFR 72
Project Responsibilities
- VC Summer - Team Lead. Provide oversight and overall management of the project
- Shaw Group - Architect Engineer. Perform project management, design and implementation
- Holtec International - Provide storage technology, license and hardware. Pool to pad loading services.
- PaR Nuclear (Westinghouse subsidiary) - Design, test and install single failure proof cask handling equipment (NUREG 0554)
Loading Plan
- Minimum of 4 MPCs (Multi Purpose Canisters) would have to be loaded every other cycle to maintain full core reserve
- Typical loading campaign will likely consist of 8 MPCs to optimize mobilization and demobilization costs
- First campaign will load 4 MPCs to accommodate learning curve
>> Scheduled to start January 2015
- Anticipate loading 1 MPC and transferring it to the ISFSI per week
Chosen Technology - HI-STORM FW System
- After a comprehensive, multi-discipline evaluation of commercial and technical attributes Holtec was the chosen supplier
- Canister capacity is 37 PWR fuel assemblies - HI-STORM FW (Flood and Wind) which was licensed on June 13, 2011
- Canister is licensed for storage and will be licensed for transportation
- Highest heat load capacity (47 kW)
- Suitable for high burnup fuels (68,200 MWd/MTU)
- Can discharge fuel cooled as little as 3 years
- No supplemental cooling required
- Up to 12 damaged fuel containers per canister
- Metamic-HT Basket provides structural and criticality function

Hazards Analysis
- Both the haul path and ISFSI were extensively evaluated to determine hazards for the movement and storage of used fuel casks
- Only substantial hazard identified so far are H2 tanks on the north side of the plant and will be relocated

- 125 ton bridge crane requires upgrade to Single Failure Proof for handling loaded used fuel casks
