Letter from TVA to NRC dated May 20, 1988, "Browns Ferry Nuclear Plant (BFN) Fuel Inspection and Reconstitution" In accordance with the provisions of 10 CFR 50.4 and 50,90, we are submitting a request for an amendment to licenses DPR-33, DPR-52, and DPR-68 to change the BFN Technical Specifications for units 1, 2, and 3 (enclosure 1).

Reference 1 provided NRC with a description of the BFN fuel inspection and reconstitution program which was updated by reference 2.

TVA requests temporary changes to the operability requirements for the Standby Gas Treatment System and Control Room Emergency Ventilation System.

Relaxation of these requirements will allow system modifications and maintenance needed for restart to proceed in parallel with the fuel inspection and reconstitution program. This relaxation can be accomplished without reducing the margin of safety. These temporary changes will be in effect until just before the start of'uel load.

The description, reason for change, and justification in support of the proposed temporary changes are enclosed (enclosure 2). A proposed determination of no significant hazards consideration is provided (enclosure 3).
