In the Matter of Docket Nos. 50-259 Tennessee Valley Authority 50-260 50-296 BROWNS FERRY NUCLEAR PLANT (BFN) TVA BFN TECHNICAL SPECIFICATION NO. 262 INTERGRANULAR STRESS CORROSION CRACKING (IGSCC)

In accordance with the provisions of 10 CFR 50.4 and 50.90, we are submitting a request for an amendment to licenses DPR-33, DPR-52, and DPR-68. The amendment will change the BFN Technical Specifications for units 1, 2, and 3 (enclosure 1).

This proposed amendment adds requirement 1.0.MM.6 to the definition section of BFN Technical Specifications. Section 1.0.MM contains the requirements of the BFN Inservice Inspection Program as submitted by TVA proposed change technical specification 235. The enclosed change would incorporate the technical specification requirements outlined in NRC's Generic Letter 88-01, "NRC Position on IGSCC in BWR Austenitic Stainless Steel Piping'," dated January 25, 1988.

Specifically, this proposed'hange would require th'e implementation of a program to monitor piping made of austenitic"stainless steel meeting the operational requirements outlined in Generic Letter 88-01 for any indications of IGSCC. This proposed change has been reviewed and approved by the BFN Plant Operations Review Committee and the Nuclear Safety Review Board..

U.S. Nuclear Regulatory Commission The reason for change, description and justification for change in support of the proposed technical specification are enclosed (enclosure 2). A proposed determination of no significant hazards consideration is provided in enclosure 3.

In addition, enclosure 4 contains a revised unit 2 bases section page 3.5/4.5-27 and a revised page 4 to enclosure 2 for BFN Technical Specification 249 Appendix R, which was submitted August 12, 1988. These changes clarify the denoted sentences that were changed as a result of a discussion with the NRC reviewer.

Enclosed is a check for the $ 150 amendment fee required by 10 CFR Part 170.12. We request that these specifications be made effective 60 days after issuance because of the number of procedure revisions required.
