| Energy Northwest is herewith requesting the cancellation of Licensee Event Report No. 2016-005-00 submitted by referenced correspondence. Upon further evaluation of the event, Energy Northwest has concluded that neither the High Pressure Core Spray (HPCS) system nor the Primary Containment was made inoperable by the reported event. The technical bases for this assertion are as follows: (1) the magnitude of the reported leak in the HPCS Minimum Flow Line and the subsequent accumulation of water in the HPCS Room would not have impacted the capability of HPCS to fulfill any of its designated safety functions, had the system received a start signal for mitigation of an emergency during this event; and (2) the HPCS Minimum Flow return line discharge elevation in the Suppression Pool is located below Suppression Pool water level; therefore, submergence of the HPCS Minimum Flow Line discharge point would have prevented any gaseous flow from the Suppression Pool air space from reaching the location of the leaking flange. Although this condition indicated a degraded Primary Containment, the leakage did not result and would not have resulted in dose above limits or any other significant safety consequence.
