Comments The NRC issued Y AEC an exemption from the requirements of 10 CFR 50.38. Accordingly the draft SRP FOCD requirements would not be applicable to Y AEC. However, the draft SRP references Foreign Ownership, Control and Influence (FOCI) requirements and 10 CFR 95 FOCI requirements that do cunently apply to the Y AEC facility clearance and applicable site specific Negation Action Measures.
