AsafollowuptotheAugust8,1990telephoneconferencecall,RGGEisprovidingthefollowinginformationandengineeringassessmentontheintegrityoftheconnectionoftheContainmentBuildingtoitsfoundation.SincetheJuly9,1990NRCRequestforAdditionalInfor-mation,RGGEhasreviewedallcurrentlyavailableoriginaldesigndocuments.Thereviewhasprovidedagoodunderstandingoftheoriginaldesignintentofallcomponentsofthejoint.ThefollowingisadescriptionofRGGE'sfindingsofthedesignbasisforeachofthecomponentsintheconnection(seeAttachments-1and2).Tendon/RockAnchorsThetendonconsistsof90-1/4"highstrengthsteelwiresconformingtoASTMA421-59T,TypeBA.Thetendonsystemprovidessufficientverticalprestressforcesotherearenonetmerid-ionalmembranetensileforcesintheconcreteshellunderappli-cationofdesignloadcombinations.pJfOvg>~(p~(<<l~p/0eooszsotsseoostsPDRADOCK05000244PPDC t~,r~g~t)~loi BellowsThebellowsare6-inchdiameter,stainlesssteelpipebellowscomplyingwithrequirementsofASAB31.1CodeforPres-surePiping.Theyprovidemovementcapabilityfortherigidtendonconduitatthehingedjointinordertoensureasealedtendonenclosurewhichretainsthegreasecorrosionprotectionaroundthetendonandalsosealsagainstcontaminantsgainingaccesstothetendons.Thebellowsalsoprovidesessentiallynoresistanceacrossthehingedjointtothemovements.Theinsidediameterofthebellowsisapproximately5.6inchesandthediameteroftnetendonbundleisapproximately3inches.With1.3inchesclearanceandmaximumpredictedhorizontalmovementatdesignloadsof0.2inch,marginisavailabletoprecludecon-tact.TheneoprenepadsusedinthedesignwerespecifiedtoconformtostandardoftheAmericanAssociationofStateHighwayOfficials.ThismaterialisusedextensivelyinU.S.andEuropeanbridgeconstruction.Thepurposeofthepadwastopreventmomentsfrombeingdevelopedinthecylinderwall.TensionBarsThetensionbarassembliesareapproximately20feetlongandconsistsofa13/8inchdiameterbarwithtwoanchorplates.ThebarconformstoASTMA322-64aandASTMA29-64.TheanchoragesplatesconformtoAISIC-1040andshalldevelop100%ofthebarsultimatestrength.Theassembliesareorientedradiallyatabout1foot1inchcenterstyingthebaseofthecylindricalwalltothematconcrete.Thebarsweredesignedtotransferhorizontalloadsfromthecylindricalcontainmentshellintothebasemat.Theytransferloadsfrominternalpressureandearthquake.Thedesignofthecontainmentwasbasedonanequivalentstaticseismicanalysis.Inconjunctionwithcontain-mentdesign,adynamicmodalanalysiswasperformed.Themodalanalysisshowedthatthehorizontalseismicloadswereapproxi-matelyhalfthoseusedinthedesign.Inthedesignofthesebars,theassumptionwasmadethatthetotalseismicloadistransferredbyonlyhalfofthetotalnumber,whichisaconservativeassumption.Further,nocreditwastakenforthefactthatthecylindercapsatwo-footthick matandthetruehorizontalloadtransferwouldbebyacombin-ationoftensileandcompressiveloads.Additionally,attheverticaljointwheretherodexistsfromthecylindricalsectionintothebaseslab,thebarsareencasedinthesamegreaseasthetendons.In1990,RG&Econductedtherequiredtendonsurveillancetesting,whichteststhetendon/rockanchorsystem.Theresultsoftheliftofftestshaveshownthattherequiredprestresscontinuestomeetalldesignrequirements.Aspartofthetendontestingprogram,asacrificialtendonwirewasextracted,examinedandtested.ThatwireextendedthefullheightoftheContainmentdowntothetendon/rockanchorcoupling.Thewireshowednoevidenceofcorrosionandtestedouttoitsspecifiedyieldandultimatestrengths.Thegreasewhichsurroundsthetendonwasalsoanalyzedandshowednoevidenceofwaterorunacceptablelevelsofchlorides,nitratesorsulfides.RG&Eperformedchemicalanalysisofthewaterinthevicin-ityofthejointandfoundittohaveapHof7.5,125PPMchloridesand120PPMsulfate,valueswellwithinacceptablelimits.RG&Eisperformingadetailedfiniteelementstressanalysisofcylindricalwalltobasematconnectiontoobtainabetterunderstandingoftheinherentconservatism'.Theworkhasbegunandwillbecompletedbymid-December,1990.RG&Eisintheprocessofmakingrepairsand/ormodifi-cationstothefoundationareatoassurethatnostandingground-waterwillbeincontactwiththisjoint.'numberofmaterialsarebeinginvestigated.Atthistime,adefinitivescheduleforcompletingthemodifications/repairisdependentontheseinves-tigations,butwearestrivingforacompletiondateofNovember30,1990.Thisperiodwillpermitadetailedinvestigationofpotentialmaterials'oensurethattheselectedapproachwillbeeffective.Inlightoftheabovediscussion,RG&Ebelievesthattheexistingconditionisnotasafetyconcernandthatthereisnoreasontosuspectthatthejointwillnotperform'itsdesignedfunctionforthefollowingreasons:oTheresultsofthetendonlift-offtestsconfirmthatthetendon/rockanchorsystemareperformingasdesigned.Italsoconfirmsthattheneoprenepadshavenotdeteriorat'ed,otherwisetendonforceswouldbelowerthanrequired.

AsafollowuptotheAugust8,1990telephoneconferencecall,RGGEisprovidingthefollowinginformationandengineeringassessmentontheintegrityoftheconnectionoftheContainmentBuildingtoitsfoundation.SincetheJuly9,1990NRCRequestforAdditionalInfor-mation,RGGEhasreviewedallcurrentlyavailableoriginaldesigndocuments.Thereviewhasprovidedagoodunderstandingoftheoriginaldesignintentofallcomponentsofthejoint.ThefollowingisadescriptionofRGGE'sfindingsofthedesignbasisforeachofthecomponentsintheconnection(seeAttachments-1and2).Tendon/RockAnchorsThetendonconsistsof90-1/4"highstrengthsteelwiresconformingtoASTMA421-59T,TypeBA.Thetendonsystemprovidessufficientverticalprestressforcesotherearenonetmerid-ionalmembranetensileforcesintheconcreteshellunderappli-cationofdesignloadcombinations.pJfOvg>~(p~(<<l~p/0eooszsotsseoostsPDRADOCK05000244PPDC t~,r~g~t)~loi BellowsThebellowsare6-inchdiameter,stainlesssteelpipebellowscomplyingwithrequirementsofASAB31.1CodeforPres-surePiping.Theyprovidemovementcapabilityfortherigidtendonconduitatthehingedjointinordertoensureasealedtendonenclosurewhichretainsthegreasecorrosionprotectionaroundthetendonandalsosealsagainstcontaminantsgainingaccesstothetendons.Thebellowsalsoprovidesessentiallynoresistanceacrossthehingedjointtothemovements.Theinsidediameterofthebellowsisapproximately5.6inchesandthediameteroftnetendonbundleisapproximately3inches.With1.3inchesclearanceandmaximumpredictedhorizontalmovementatdesignloadsof0.2inch,marginisavailabletoprecludecon-tact.TheneoprenepadsusedinthedesignwerespecifiedtoconformtostandardoftheAmericanAssociationofStateHighwayOfficials.ThismaterialisusedextensivelyinU.S.andEuropeanbridgeconstruction.Thepurposeofthepadwastopreventmomentsfrombeingdevelopedinthecylinderwall.TensionBarsThetensionbarassembliesareapproximately20feetlongandconsistsofa13/8inchdiameterbarwithtwoanchorplates.ThebarconformstoASTMA322-64aandASTMA29-64.TheanchoragesplatesconformtoAISIC-1040andshalldevelop100%ofthebarsultimatestrength.Theassembliesareorientedradiallyatabout1foot1inchcenterstyingthebaseofthecylindricalwalltothematconcrete.Thebarsweredesignedtotransferhorizontalloadsfromthecylindricalcontainmentshellintothebasemat.Theytransferloadsfrominternalpressureandearthquake.Thedesignofthecontainmentwasbasedonanequivalentstaticseismicanalysis.Inconjunctionwithcontain-mentdesign,adynamicmodalanalysiswasperformed.Themodalanalysisshowedthatthehorizontalseismicloadswereapproxi-matelyhalfthoseusedinthedesign.Inthedesignofthesebars,theassumptionwasmadethatthetotalseismicloadistransferredbyonlyhalfofthetotalnumber,whichisaconservativeassumption.Further,nocreditwastakenforthefactthatthecylindercapsatwo-footthick matandthetruehorizontalloadtransferwouldbebyacombin-ationoftensileandcompressiveloads.Additionally,attheverticaljointwheretherodexistsfromthecylindricalsectionintothebaseslab,thebarsareencasedinthesamegreaseasthetendons.In1990,RG&Econductedtherequiredtendonsurveillancetesting,whichteststhetendon/rockanchorsystem.Theresultsoftheliftofftestshaveshownthattherequiredprestresscontinuestomeetalldesignrequirements.Aspartofthetendontestingprogram,asacrificialtendonwirewasextracted,examinedandtested.ThatwireextendedthefullheightoftheContainmentdowntothetendon/rockanchorcoupling.Thewireshowednoevidenceofcorrosionandtestedouttoitsspecifiedyieldandultimatestrengths.Thegreasewhichsurroundsthetendonwasalsoanalyzedandshowednoevidenceofwaterorunacceptablelevelsofchlorides,nitratesorsulfides.RG&Eperformedchemicalanalysisofthewaterinthevicin-ityofthejointandfoundittohaveapHof7.5,125PPMchloridesand120PPMsulfate,valueswellwithinacceptablelimits.RG&Eisperformingadetailedfiniteelementstressanalysisofcylindricalwalltobasematconnectiontoobtainabetterunderstandingoftheinherentconservatism'.Theworkhasbegunandwillbecompletedbymid-December,1990.RG&Eisintheprocessofmakingrepairsand/ormodifi-cationstothefoundationareatoassurethatnostandingground-waterwillbeincontactwiththisjoint.'numberofmaterialsarebeinginvestigated.Atthistime,adefinitivescheduleforcompletingthemodifications/repairisdependentontheseinves-tigations,butwearestrivingforacompletiondateofNovember30,1990.Thisperiodwillpermitadetailedinvestigationofpotentialmaterials'oensurethattheselectedapproachwillbeeffective.Inlightoftheabovediscussion,RG&Ebelievesthattheexistingconditionisnotasafetyconcernandthatthereisnoreasontosuspectthatthejointwillnotperform'itsdesignedfunctionforthefollowingreasons:oTheresultsofthetendonlift-offtestsconfirmthatthetendon/rockanchorsystemareperformingasdesigned.Italsoconfirmsthattheneoprenepadshavenotdeteriorat'ed,otherwisetendonforceswouldbelowerthanrequired.
