OF PRE-APPLICATION MEETINGS WITH FLORIDA POWER AND LIGHT CONCERNING A PROPOSED DIGITAL INSTRUMENTATION AND CONTROL UPGRADE FOR TURKEY POINT, UNITS 3 AND 4 (EPID L-2021-LRM-0007)
On August 23 and 25, 2021, partially closed observation public meetings were held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Florida Power & Light Company (the licensee; FP&L) via video conference. The purpose of the partially closed meetings was to discuss the planned digital instrumentation and control (I&C) license amendment request (LAR) for Turkey Point Nuclear Generating Units 3 and 4 (Turkey Point).
The meeting notice and agenda, dated August 9, 2021, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML21221A183. The presentation materials used during the meeting are available in ADAMS at Accession Nos. ML21235A093 and ML21232A017. A list of attendees is enclosed.
During the meeting FP&L discussed the vendor oversight plan (VOP) and summary of the VOP that would be included in the planned LAR, documents that would be submitted as part of the planned LAR, overview of content of the planned LAR, equipment qualification and dedication, human factors engineering program, application of leak before break analysis to the defense-in-depth and diversity evaluation, command prioritization, surveillance reduction activities, and the schedule for the planned LAR. In addition to the planned topics for the meeting, the licensee, in response to NRC staff questions, clarified which approved topical reports that the planned digital I&C would rely.
During the licensees description of the VOP and VOP summary, the NRC staff informed the representatives of FP&L that it has the option of submitting the VOP in lieu of the VOP summary with the planned LAR. The licensee stated that it plans to submit a summary of the VOP, because submitting the VOP as part of the LAR may impede or limit its ability to make needed changes to the VOP. In response to questions from the NRC staff about the system failure analysis, which would be included in the planned LAR, and failure mode and effects analysis, which would not be included in the planned LAR, but available for audit, the licensee stated that the system failure analysis would be of lesser scope and that the failure mode and effect analysis would not be complete at the time the planned LAR would be submitted. In response to questions from the NRC staff, the licensee described the planned content of equipment qualification testing summary reports. The NRC staff informed the licensee that copies of the equipment qualifications testing summary reports would need to be provided as part of the planned LAR. The licensee stated that the equipment qualification testing summary reports would not be submitted at the same time as the planned LAR, but later. The licensee stated that the soonest that the reports would be available is May 2022. The NRC staff informed the
 
representatives of FP&L that late and delayed submittal of information would negatively impact the ability of the NRC staff to complete the review of the planned LAR by the date being requested by the licensee.
No regulatory decisions were made during the meeting. Members of the public were in attendance. No comments or questions from the public were received during the meeting. No public meeting feedback forms were received.

OF PRE-APPLICATION MEETINGS WITH FLORIDA POWER AND LIGHT CONCERNING A PROPOSED DIGITAL INSTRUMENTATION AND CONTROL UPGRADE FOR TURKEY POINT, UNITS 3 AND 4 (EPID L-2021-LRM-0007)

On August 23 and 25, 2021, partially closed observation public meetings were held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Florida Power & Light Company (the licensee; FP&L) via video conference. The purpose of the partially closed meetings was to discuss the planned digital instrumentation and control (I&C) license amendment request (LAR) for Turkey Point Nuclear Generating Units 3 and 4 (Turkey Point).

The meeting notice and agenda, dated August 9, 2021, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML21221A183. The presentation materials used during the meeting are available in ADAMS at Accession Nos. ML21235A093 and ML21232A017. A list of attendees is enclosed.

During the meeting FP&L discussed the vendor oversight plan (VOP) and summary of the VOP that would be included in the planned LAR, documents that would be submitted as part of the planned LAR, overview of content of the planned LAR, equipment qualification and dedication, human factors engineering program, application of leak before break analysis to the defense-in-depth and diversity evaluation, command prioritization, surveillance reduction activities, and the schedule for the planned LAR. In addition to the planned topics for the meeting, the licensee, in response to NRC staff questions, clarified which approved topical reports that the planned digital I&C would rely.
