CONSTRUCTION PERMIT NUMBER CPPR-109 C V0GTLE ELECTRIC GENERATING PLANT - UNIT 2 AUXILIARY LINE PIPE BREAK ELIMINATION PROGRAM Gentlemen:

In reference 1 above Georgia Power Company informed the NRC of its intention to seek a partial exemption from the requirements of General Design Criterion 4 of Appendix A to 10CFR50 for Vogtle Unit 2. The technical bases for the elimination of postulated ruptures is based on the leak-before-break (LBB) approach. The LBB approach is to be applied to the pressurizer surge line, the accumulator injection lines, and the residual heat removal (RHR) suction' line. In reference 4 above the technical bases for eliminating the pressurizer surge line rupture as the structural des 01 n basis for Vogtle Unit 2 was submitted. Enclosed with this letter is the technical bases for eliminating the accumulator line rupture as the structural design basis for Vogtle Unit 2.

Enclosed are:

1) Five (5) copies of WCAP-11583, " Technical Bases for Eliminating Accumulator Line Rupture as the Structural Design Basis for Vogtle Unit 2" (Proprietary).
2) Five (5) copies of WCAP-11584, " Technical Bases for Eliminating Accumulator Line Rupture as the Structural Design Basis for Vogtle Unit 2" (Non-proprietary).

Also enclosed is a Westinghouse Application for Withholding, CAW-87-098, Accompanying Affidavit, and Proprietary Information Notice. p j pf i av B710260157 071016
