In the event that the EOF is manned before the Public Affairs personnel report to the TSC, a runner from the OSA will be dispatched to the EOF with copies of the chronological history log.
Reason: Provide history of the event to EOF personnel without having to tie up the dedicated test phones. This leaves the dedicated test phone open for transmittal of current key points concerning the event.
