The U.S. Nuclear Regulatory Commission (NRC) has completed its review of your submittal dated March 6, 2020 (Agencywide Documents Access and Management System (ADAMS)
Accession No. ML20066J977), providing General Electric-Hitachis (GEHs) triennial update to the decommissioning funding plan (DFP) for the Vallecitos Nuclear Center (VNC). The GEHs submittal was supplemented by letters dated June 2, 2020 (ADAMS Accession No. ML20154K650), January 12, 2022 (ADAMS Accession No. ML22012A148), and January 24, 2022 (ADAMS Accession No. ML22024A313), and electronic communication dated March 2, 2021 (ADAMS Accession No. ML21294A077). We found your updated cost estimate acceptable. Enclosed please find the safety evaluation report documenting the NRC staff review of the updated DFP and supplemental information.
In accordance with 10 CFR 70.25(e)(1)(iv) and (v) GEH must provide a Certification of Financial Assurance and financial assurance instruments to cover the full amount of the NRC-approved decommissioning cost estimate. This also includes updating Schedule A to its Standby Trust Agreement. Within 30 days of the date of this letter, GEH must submit the financial instrument and an updated copy of the DFP. The NRC will amend special nuclear materials license number SNM-960 for the VNC to reflect the date of the updated DFP following receipt of the requested documents.
