This was a category 1 public meeting between General Electric Hitachi (GEH), and the U.S.
Nuclear Regulatory Commission (NRC) staff to discuss the technical approach for the shielding evaluation to support amending the Model No. 2000 Certificate of Compliance to ship irradiated accident tolerant fuel. Regulatory commitments were not made at the meeting.
The meeting was noticed on February 22, 2019 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML19053A589). The list of meeting attendees is provided in Enclosure 1. The publicly available meeting presentation slides are provided as  (ADAMS Accession No. ML19058A070).
Meeting Summary On March 11, 2019, NRC staff held a partially closed public meeting with GEH representatives via teleconference. The discussion followed the agenda provided in Enclosure 2. After the conclusion of the public portion of the meeting, GEH discussed changes to the safety analysis report shielding chapter and calculating dose rates for both gammas and neutrons. In addition, GEH provided a detailed explanation of how the shielding analyses would be implemented in completing the loading tables in safety analysis report Chapter 7.

Regan                                    In response to the NRC staff questions, GEH provided clarifying information about shielding analysis modeling assumptions as well as the logic associated with source term development and dose rate calculations. The NRC staff noted that the effect of neutron absorbers (e.g.,
gadolinium rods) was not identified in the parameters for analyzing irradiated fuel rods, and GEH committed to evaluating this issue further. The NRC staff also encouraged GEH to provide comprehensive information related to the maximum uranium-235 weight percent discussed in the meeting, both for shielding and criticality analyses, because the value specified was higher than that typically authorized for transport. After some discussion about different ways of specifying within the certificate the amount of material authorized for transport, the meeting was adjourned.
