==Dear Mr. Gatlin:==
==Dear Mr. Gatlin:==
During the period of September 12
In a meeting on May 11, 2011, between Mr. Robert N. Johnston, Operations Initial Training Supervisor, and Mr. Richard S. Baldwin, Senior Operations Engineer, arrangements were made for the administration of licensing examinations at Virgil C. Summer Nuclear Plant. The operating test is scheduled to be administered during the weeks of September 12, 2011, and September 19, 2011. The written examination is scheduled to be administered the week of September 26, 2011. The on-site preparatory week is scheduled for the week of August 22, 2011. As agreed during the meeting, your staff will prepare both the operating test and written examination based on the guidelines in Revision 9, Supplement 1, of NUREG-1021, "Operator Licensing Examination Standards for Power Reactors." The U.S. Nuclear Regulatory Commission (NRC) regional office will discuss with your staff any changes that might be necessary before the examinations are administered. Your staff has also agreed to make copies of all examination materials that are necessary for administering the examination.
- 22, 2011, the Nuclear Regulatory Commission (NRC) administered operating tests to employees of your company who had applied for licenses to operate the Virgil C. Summer Nuclear Station. At the conclusion of the tests, the examiners discussed preliminary findings related to the operating tests and the written examination submittal with those members of your staff identified in the enclosed report. The written examination was administered by your staff on October 21, 20 11. Six Reactor Operator (RO) applicants and four Senior Reactor Operator (S RO) applicants passed both the operating test and written examination. One RO applicant passed the operating test but did not pass the written examination. Five RO applicants and four SRO applicants were issued licenses. There w as one RO borderline written grade with an overall grade between 80%
and 82%. Because the re was one borderline written grade, the individual's license was held in abeyance pending any examination appeals. There were no post-examination comments. A Simulator Fidelity Report is included in this report as Enclosure 2. The initial written SRO examination submitted by your staff failed to meet the guidelines for quality contained in NUREG
-1021, Operator Licensing Examination Standards for Power Reactors, Revision 9, Supplement 1, as described in the enclosed report.

In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter and its enclosures will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of the NRC's document SCE&G 2 system (ADAMS). - 22, 20 11, & Written Exam October 21 , 20 11; V.C. Summer; Operator License Examinations.

Nuclear Regulatory Commission (NRC) examiners conducted an initial examination in accordance with the guidelines in Revision 9, Supplement 1, of NUREG
-1021, "Operator Licensing Examination Standards for Power Reactors." This examination implemented the operator licensing requirements identified in 10 CFR §55.41, §55.43, and §55.45, as applicable.

Members of the V.C. Summer training staff developed both the operating tests and the written examination. The NRC developed the written examination outlines. The initial written SRO examination submittal did not meet the quality guidelines contained in NUREG
-1021. The NRC administered the operating tests during the period September 12
- 22, 2011. Members of the V.C. Summer training staff administered the written examination on October 21 , 20 11. Six Reactor Operator (RO) applicants and four Senior Reactor Operator (SRO) upgrade applicants passed both the operating test and written examination. One RO applicant passed the operating test but did not pass the written examination. Five RO applicants and four SRO applicants were issued licenses. There was one RO borderline written grade with an overall grade between 80% and 82%.
There were no post-examination comments.

No findings were identified.
To meet the above schedule, your staff initially furnished the operating test outline to the NRC on September 13, 2010, and will update this material on June 28, 2011. Mr. Caballero provided a written examination outline to your staff in February 2009. The operating test, written examination, and the supporting reference materials identified in Attachment 3, to ES-201, will be due by August 1, 2011. Pursuant to Title 10, Section 55.40(b)(3), of the Code of Federal Regulations (10 CFR 55.40(b)(3)), an authorized representative of the facility licensee shall approve the outline, examination, and test before they are submitted to the NRC for review and approval. All materials shall be complete and ready-to-use.

Virgil C. Summer Nuclear Plant, met the requirements specified in 10 CFR Part 55, "Operators' Licenses."
To permit timely NRC review and evaluation, your staff should submit preliminary reactor operator and senior reactor operator license applications, medical certifications, and waiver requests (if any), at least 30 days before the first examination date. If the applications are not received at least 30 days before the examination date, a postponement may be necessary. Signed applications certifying that all training has been completed should be submitted at least 14 days before the first examination date.

SUBJECT: VIRGIL C. SUMMER NUCLEAR STATION - NOTIFICATION OF LICENSED OPERATOR INITIAL EXAMINATION 05000395/2011301

Dear Mr. Gatlin:

We request that any personal, proprietary, sensitive unclassified, or safeguards information in your response be contained in a separate enclosure and appropriately marked. Any delay in receiving the required examination and reference materials, or the submittal of inadequate or incomplete materials may cause the examinations to be rescheduled.

SCE&G 2 In order to conduct the requested written examinations and operating tests, it will be necessary for your staff to provide adequate space and accommodations in accordance with ES-402, and to make the simulation facility available on the dates noted above. In accordance with ES-302, your staff should retain the original simulator performance data (e.g., system pressures, temperatures, and levels) generated during the dynamic operating tests until the examination results are final.

Appendix E, of NUREG-1021, contains a number of NRC policies and guidelines that will be in effect while the written examinations and operating tests are being administered.
