ME8073) Dear Mr. Allen: The U.S. Nuclear Regulatory Commission (NRC, the Commission) issued the enclosed Amendment No. 284 to Facility Operating License No. NPF-3 for the Davis-Besse Nuclear Power Station, Unit No.1 (DBNPS) on December 9, 2011 (Agencywide Documents Access and Management System Accession No. ML 112590431), in response to FirstEnergy Nuclear Operating Company's (FENOC's) application dated April 29, 2011. The amendment revised the DBNPS Technical Specifications (TS) to define a new time limit for restoring inoperable Reactor Coolant System (RCS) leakage detection instrumentation to operable status and establish alternate methods of monitoring RCS leakage when one or more required monitors are inoperable. The amendment also made TS Bases changes which reflect the proposed TS changes and more accurately reflect the contents of the facility design basis related to operability of the RCS leakage detection instrumentation. FENOC's staff subsequently identified that in a retyped TS page provided to the NRC, there was a typographical error and subsequently the amendment was issued with that error. FENOC when sending in the retyped page inadvertently inserted the word "required" at the beginning of Condition C, which should read "Containment sump monitor inoperable." The NRC staff determined that this typographical error was inadvertently introduced. The proposed correction does not change any of the conclusions in the safety evaluation associated with the amendment and does not affect the associated notice to the public.
