We have reviewed your letter dated December 4, 1992, which provides the basis

and justification for the retraction of a commitment made in response to NRC

Inspection Report 50-482/88-14 dated September 12, 1988.

We acknowledge that recent organizational changes have precluded the need to

exchange technical information in the manner previously committed.

The advent

of your System Engineering Group and the planned changes to be implemented by

the Performance Enhancement Program appear to have created the necessary

environment to ensure that adequate communications between the Engineering and

Plant Operations organizations will be accomplished by these programs.
