The purpose of this meeting was to discuss Holtecs proposed response to the staffs request for additional information (RAI) (Agencywide Documents Access and Management System (ADAMS) Accession No. ML22258A260) issued on March 31, 2023, for the Certificate of Compliance No. 1040 for the HI-STORM UMAX Amendment No. 3.

The meeting was noticed on May 9, 2023 (ML23129A177). A portion of this meeting was closed to discuss proprietary information. No members of the public attended this meeting. The attendees list for both public and closed portion of this meeting is included in Enclosure 1. The presentation slides for the public portion of the meeting (ML23150A229) were available on the U.S. Nuclear Regulatory Commission (NRC) public meeting website. The non-public proprietary slides are in ADAMS (ML23150A135).

In the opening remarks, Shana Helton, Director of DFM, stated that the staff would like an efficient review and timely closure of UMAX Amendment No. 3 review. As stated in the March 31, 2023, RAI letter, if Holtec could not provide adequate responses within a reasonable time, the staff will terminate the review because it could not make a safety finding. Shana Helton also noted that we need to hold both the NRC and the applicant accountable in the licensing process. Prompt issue resolution is an important part of being a good regulator, Shana Helton requested Holtecs response in writing by June 9, 2023, to facilitate the NRCs timely decision on the path forward for this review.

For structural analysis, Holtec had used the same methodology previously used for the UMAX system. Holtec recognized that Amendment No. 3 contains some unique features that are not in the UMAX system and planned to provide additional information in the response. For the criticality RAIs, Holtec planned to analyze the canister and basket under wet condition using publicly available information.
