We are currently in Mode 4 at 320 F Tave and plan to continue startup operations. The change to Specification 3 is required to permit continuation of the startup with shutdown banks fully withdrawn to permit the capability to be able to rapidly insert negative reactivity into the core should the need arise. Therefore, it would not be inappropriate to treat this change as an Emergency Technical Specification Change.                        Your cooperation will be appreciated.
