Surry Power Station, Unit 1 Docket No: 50-280 Report No: 78-028/03L-0 Event Date: 9/16/78 Inoperable Snubber

1. Description of Event:

With the unit shutdown, conduct of Snubber Visual Inspection (PT-39B-1) resulted in one snubber (1-RC-HSS-134, 4" Bergen-Patterson snubber on C RCP motor Support) declared inoperable because of low fluid level. This condition is reportable in accordance with Technical Specification 6.6.2.b.(2).

2. Probabic Consequences / Status of Redundant Systems:

Since one snubber represents a very small percentage of the total seismic restraint installation and since these restraints are provided for a low probability event, unit operation was normal from startup to shutdown. The health and safety of the public were not affected.

3. Cause:

The cause of the condition noted was due to leakage of hydraulic fluid at the joint between the snubber body and the snubber end plate.

4 Immediate Corrective Action:

The bolts holding the end plate to the snubber body were tightened and the leakage was stopped. The snubber was refilled to proper fluid level.

5. Subsequent Corrective Action:

Prior to unit startup all snubbers were verified operable by visual inspection criteria.

6. Actions Taken to Prevent Rcenrrence:

No further actton required.

7. Generic Ieplications:

The generic implications are those associated with hydraulic systems in general. These matters are a state-of-the-art problem.
