3M Industrial Adhesive and Tape Division, Springfield, Missouri 3M Commercial Graphics Division, Nevada, Missouri 17. Scope and Observations:
This was an unannounced, routine inspection of an engineering company in Springfield, Missouri. The licensee performs soil and asphalt density testing in the Missouri area. The licensee possessed three Troxler Model 3440 and one Instrotek Model 3500. At the time of the inspection, the licensee employed 10 certified gauge users. The licensee did not perform any service or maintenance activities on its gauges. These activities were performed by the manufacturer and service providers.
3M Industrial Adhesive and Tape Division: This field office manufactures a variety of industrial adhesives and possesses approximately 16 fixed gauges utilizing Kr-85, Po-210, and Am-241. Carmen McCormick, acts as the site RSO.


3M Commercial Graphics Division: This field office manufactures a wide variety of graphic products that are used in signs, bumper stickers, car wraps, etc. The licensee possessed approximately 38 fixed gauges (28 installed and 10 in storage) each containing Kr-85. Travis Milam is the site RSO.
Performance Observations At the time of the inspection, the gauges were not being used and were properly secured with two barriers at the office. The licensee demonstrated how they use the gauge, use ALARA practices in the field, and secure the gauge during transport. The licensee had the required shipping papers that contained all appropriate information and demonstrated how they are made accessible in the transport vehicle. The operators demonstrated an adequate level of understanding of emergency and handling procedures during interviews. The inspector reviewed annual audits, leak tests, hazmat training records, dosimetry records, inventory records, and usage logs.


The inspector conducted plant tours at both facilities and examined all of the gauges. Each gauge included appropriate radiological caution signs and were located in areas that were not routinely occupied by plant workers.
The inspector reviewed a previous violation for the failure to use a minimum of two independent physical controls to secure a gauge when not under constant surveillance. The licensee demonstrated to the inspector how they secure the gauge to the back of a pickup when not under constant surveillance. This violation is closed.


The inspector obtained independent radiation survey measurements in general areas adjacent to the gauges with a Thermo Scientific RadEye G gamma survey meter, serial number 30848, calibration due date 2/17/2024. The measurements ranged from indistinguishable from background radiation (e.g., 7 microR/h) to ~350 microR/h. The licensee maintained appropriate records of source leak test, inventory, shutter checks, radiation survey data, and self-assessments on a corporate Sharepoint site. The leak tests were evaluated by 3M's corporate office which maintains a State of Minnesota license. Leak tests were not required for the Kr-85 gauges. Required safety equipment includes safety glasses, safety shoes, hearing protection, and the licensee will provide shoe grounding straps and a lab coat as necessary.
