Letter Clarifying Response to NRC Order dated December 13, 1984 This letter acknowledges your May 28, 1985 clarification of our April 23, 1985 letter concerning the evaluation of previous design modifications and of the design modification process. We accept this clarification with the ur.derstand-ing that your review will include the following elements:

The detailed review of specified design changes will provide a representative review of all aspects of the design change process.

For any design change selected for detailed review, reviewers shall not have previously been personally and substantially involved in the engineering, design or evaluation of that design change.

All Task Group Members screen design changes to determine whether a detailed review is required and any member can designate a change for such review.

Review of the interfaces between the internal organizations involved in the design change process will be included in both design process and design change reviews.

These elements are based on your submittals, Task Group procedures, and July 16, 1985 discussions between Messrs. R. Kacich and R. Schmidt of your staff and Mr. P. Swetland of my staff.
