As requested by Nuclear Assurance Corporation application dated August 19, 1987, I and pursuant to 10 CFR Part 71, Certificate of Compliance No. 9010 for the i Model No. NLI-1/2 package is amended to authorize contents as follows:
(a) Fermi-1 Zr-clad intact fuel pins removed from the fuel assembly skeleton (140 fuel pins / assembly) and placed into four tubes (35 pins / tube) and these four tubes inserted into a seal welded aluminum container with a 3" ID and 1/8" wall thickness. Sixteen such ,
containers, four per cavity quadrant constitutes a full shipment. '
(b) known or suspected failed fuel pins and fuel with cladding defects greater than pin holes and hairline-cracks are not authorized.
All other conditions of Certificate of Compliance No. 9010 shall remain the same.
This authorization shall expire August 31, 1988..

NLI-1/2 Package Docket No. 71-9010 By application dated August 19, 1987, Nuclear Assurance Corporation requested a letter amendment to Certificate of Compliance No. 9010, to authorize the transport of Fermi-1 zirconium clad, intact fuel pins (140 pins / assembly) removed from the fuel skeleton and placed in four tubes each containing 35 pins. The four tubes are to be inserted into a seal welded aluminum container having a 3" ID and 1/8" wall thickness. A total of sixteen containers (4 per cavity quadrant) constitutes a full shipment. Since the original criticality analysis assumed free fuel pins assuming the maximum reactive pitch (not restricted by the fixed pitch of the assembly) in the cavity under hypothetical water moderated and reflected conditions, the analysis of the proposed shipment is no different from the previously approved Fermi-1 shipment of fuel assemblies and hence does not pose a criticality hazard.
Approval is therefore recommended for the proposed pin shipment with the following provision:
"known or suspected failed fuel pins and fuel with cladding defects greater than pin holes and hairline cracks are not authorized."
