The issue of threat to the health, safety a$id $

{a the citizens of Rockland County, due to a nuclear accident

' occuring at the Indian Point facilities, is one of such potential severity, that no matter how small the risk of e  :

accident, stringent adherence to NRC regulations, and develop- i

! i j ment and strict scrutiny of safety plans must be undertaken.

For that reason, the Legisla'ture of the County of Rockland q I and Hon. Sam Z. Gdanski, Chairman of the Rockland County  !

Legislature's Special Committee for the Development of a  ;

Radiological Emergency Response Plan have long been active in d

the effort to develop a realistic, effective, and implementible I l emergency responce plan.

A Radiological Emergency Response Plan for Rockland ,

County has been written, b'ut serious, raajor flaws in the plan i

. i render it a sham and unworkable, leaving Rockland County with i

- i THIS TRIBUNAL CONCERN EMERGENCY PLANNING.

l The following lists some of the major defects,of the  ;

i emergency response plan as it effects Rockland County. The i

Radiological Emergency Response Plan would require the training of approximately 5,000 people. There are inadequate emergency equipment and supplies, and inadequate communication equipment to allow for the direction of emergency service agencies and volunteers. Traffic problems in an evacuation would be monumental, even under ideal weather conditions and even.if ,

evacuation is accomplished, the plan doesn't provide for

. facilities for the evacuees. The plan fails to provide ,

adequately for the elderly, disabled, day care centers, or the ill, and numerous other " details" which are absolutely vital.

The County of Rockland hopes, through its participation in this proceeding as an interested state, to bring these problems to the forefront, and work for decisions which will  ;

ensure the safety and lives of its citizens.
