This letter constitutes our formal reply to the subject inspection report. It is our opinion that nothing in the report or in this letter is of a proprietary nature.

Item I -

Inspection of Electrical Modifications by E0TD Personnel The Electric Operating Test Department (E0TD) of the Cincinnati Gas & Electric Company has been assigned to the Wm. H. Zimmer Project for the sole purpose of electrical construction testing. All manpower, supervision and procedures are provided by the Electric Operating Department which is independent of the Construction and Engineering Divisions.

The E0TD personnel use the approved test procedures to verify installation or modifications made by Foothill Electric Corporation (FEC) craft personnel.

A) Corrective Action Taken and Results Achieved Electric Operating Test Department personnel have been informed that all supervision of electricians installing, changing or otherwise modifying equipment or wiring must be provided by Foothill Electric engineering or supervisory personnel. It was also emphasized that E0TD personnel are to perform only testing responsibilities. These instructions were provided to E0TD personnel in January,1980.

Henry J. Kaiser QC electrical inspection personnel were re-instructed concerning the performance of those QC inspections applicable to FEB 25 gggo

A) Corrective Action Taken and Results Achieved Nonconformance-Report E-2423 was prepared identifying accumulation of dust on the penetration terminal blocks. The disposition of the Nonconformance requires complete cleaning of both sides of the penetration. It was further stipulated that QC personnel would witness the cleaning operation prior to closing the penetrations with gasketed covers.

B) Corrective Action Taken to Avoid Further Noncompliance Penetrations will be maintained in a closed condition employing sealing tape to preclude entry of dust until such time as entry is required for the continuation of construction. Tags will be placed on both sides of the penetration stating that the penetra-tion has been cleaned and that re-entry will require the witness of a QC inspector, who will assure that cleanliness is maintained prior to reclosing the penetration.
