Joseph M. Farley Nuclear Plant - Unit 1 Technical Specification Upgrade In accordance with discussions with Mr. E. A. Reeves of your staff, enclosed as Attachment I are revised pages for the Unit 1 Technical Specification upgrade. Attachment I also contains several clarifications of certain surveillance provisions from the NRC Standard Technical Specifications for Westinghouse Pressurized Water Reactors. As a revision to our May 28, 1981 letter, this package reflects Alabama Power Company (APCo) comments on the resolution of the twenty-two items given in the May 28, 1981 letter. The intent of this proposed package is to address the outstanding issues and requirements as they relate to Unit 1.

The steff has indicated that those items identified as generic issues on operating reactors will not be required in the upgrade of the Unit 1 Technical Specifications at this time. APCo will respond to generic letters on these issues whenever such letters are issued to all operating reactors.

Attachment II provides a description of the successful resolution of each open item with the exception of the four items listed in Attachment III, Outstanding Items. Attachment III lists the four items APCo still considers open along with the proposed solution and detailed justification for each item.

APCo requests that the Unit 1 Technical Specification upgrade license amendment be made effective 90 days after startup following the third refueling outage except for sections 3/4.11, 3/4.12, and Appendix B which should be made effective on January 1, 1982.
