Licensee Event Report 94-002-02 File: 94-020404 Attached please find supplement 02 to Licensee Event Report (LER)94-002 prepared and submitted pursuant to 10CFR50.73. This supplement provides additional information regarding Technical Specifications'imiting Condition for Operation that would not ensure Plant operation was maintained within the assumptions of the safety analysis as required by 10CFR50.36.

Upon the completion of reviewing actual operating conditions, PVNGS has determined that previously reported conditions involving Mode 6 Boron Dilution (Technical Specification 3.9.1) and Core Protection Calculator Power Calculations (Technical Specification Table 4.3-1) are not reportable under 10CRF50.72 and 50.73. This supplement also identifies a condition where current operating procedures for exercising Control Element Assemblies (CEA) in Modes 3, 4, and 5 could. allow assumptions used in the subcritical CEA bank withdrawal analysis to be violated. In accordance with 10CFR50.73(d), a copy of this LER is being forwarded to the Regional Administrator, NRC Region IV.
