In the Matter of Docket Nos. 50-259 Tennessee Valley Authority 50-260 50-296 BROWNS FERRY NUCLEAR PLANT (BFN) TVA BFN TECHNICAL SPECIFICATION NO. 288 MISCELLANEOUS TECHNICAL SPECIFICATION CHANGES In accordance with the provisions of 10 CFR 50.4 and 50.90, we are submitting a request for an amendment to licenses DPR-33, DPR-52, and DPR-68 to change the BFN Technical Specifications for units 1, 2, and 3 (Enclosure 1). This proposed amendment will make changes to definition 1.0.II, Table 3.2.A and its notes, Table 3.2.F, Table 4.2.F, Table 4.2.L, bases section 3.2, bases section 3.5.E, bases section 3.5.F, bases section 3.6.F/4.6.F and section 3.7.A.

These changes are needed to delete non-applicable notes from tables, to correct administrative errors in previous technical specification submittals and implementation, and to correct a discrepancy between the technical specification bases and the Final Safety Analysis Report.

A summary of the proposed changes is provided by Enclosure 2. The reason and justification for the proposed changes is provided by Enclosure 3. A proposed determination of no significant hazards consideration is provided by enclosure

4. These changes are not required for the restart of unit 2.

TVA requests that these changes be made effective 30 days after NRC approval.
