5.0  REQUIREMENTS 5.1  ACTIVATION Maintain a log of key activities.
* b. Establish communications with Site Emergency Director at the affected plant. Determine extent of emergency situation and what actions have been taken to mitigate the emergency.  
Upon arrival at the EOF, the Emergency Operations Facility Director should initiate the following:

: d. Assemble the Emergency Officer, EOF Administrator and Support Team Leaders and: 1. Conduct a briefing on the emergency situation, plant status and actions taken by the plant to mitigate the emergency.
