ATTACIciEh"I 1 NRC DOCKET 50-321 OPERATING LICENSE DPR-57 EDWIN I. HATCH NUCLEAR PLANT UNIT 1 PROPOSED CHANGES TO TECHNICAL SPECIFICATIONS Pursuant to 10 CFR 170.12 (c), Georgia Power Company has evaluated the attached proposed amendment to Operating License DPR-57and have determined that:
a)  The proposed amendment does not require the evaluation of a new Safety Analysis Report or rewrite of the facility license; b)  The proposed amendment does not contain several complex issues, does not involve ACRS review, or does not require an environmental impact statement; c)  The proposed amendment does not involve a complex issue, an environ-mental issue or more than one safety issue; d)  The proposed amendment does involve a single issue; namely, it changes the requirement of the RHR service water pumps to deliver water at 4000 gpm at a system head of 938 feet to a head of 847 feet, e)  The proposed amendment is therefore a Class III amendment.

HAICH NUCLEAR PLANT UNIT 1 PROPOSED CHANGE TO TECHNICAL SPECIFICATIONS RHR SERVICE WATER SYSTEM Gentlemen:

Pursuant to 10 CFR 50.90, as required by 10 CFR 50.50(c)(1), Georgia Power Company hereby proposes an amendment to the Technical Specifications (Appendix A to the Operating License). The proposed change will allow the RHk service water pumps to deliver water at 4000 gpm at a system head of at least 847 feet. This will change the present head requirement of 938 feet.

The Plant Review Eoars and Safety Review Board have reviewed the proposed change and have determined that it does not constitute an unrevicued safety question. The probability of occurrence anc' the consequences of an accident or malfunction of equipment important to safety are not increased above those previously analyzed because the change in the RHR service water pump total discharge head from 938 feet to 847 feet continues to maintain a differential pressure between the RHR service water and the RHR heat exchanger shell pressure in the direction which prevents leakage of reactor coolant to the environment.

The plant equipment has not been modified in any fashion, therefore no new modes of failure have been introduced. The margin of safety as defined in the technical specifications is not reduced because the direction of the desired differential pressure has been maintained.
