This report provides notification that the Main Steam Line (MSL) Radiation monitor was inoperable for greater than 72 hours.Alternate means of radiation monitoring were implemented in accordance with the Technical Specification ACTION statement.

EVENT DESCRIPTION On September 18, 2013, St. Lucie Unit I was in Mode I at 100% power. The MSL radiation monitor, RE-26-62, experienced erratic behavior and the radiation monitor was taken out of service. The limiting condition for operation (LCO) for TS 3.3.3.1, Action b, Table 3.3-6, Action 15, states that: "With the number of OPERABLE Channels less than required by the Minimum Channels OPERABLE requirement, either restore the inoperable Channel(s) to OPERABLE status within 72 hours, or: 1) Initiate the preplanned alternate method of monitoring the appropriate parameter(s), and 2) Prepare and submit a Special Report to the Commission pursuant to Specification

14 days following the event outlining the action taken, the cause of the inoperability and the plans and schedule for restoring the system to OPERABLE status." Work Order (WO) 40268484 was initiated to troubleshoot and repair the erratic behavior.
On September 20, 2013, troubleshooting efforts to repair the radiation monitor were unsuccessful and the 72-hour time period to restore the subject radiation monitor to operable status expired.III. CAUSE OF THE EVENT Investigation into the erratic behavior of the MSL radiation monitor, RE-26-62, identified that the power supply or the detector was nonfunctioning.
The detector and power supply are located at the main steam line pipe. The present scaffolding arrangement for the upcoming outage does not allow a safe escape route if a main steam line safety valves would lift. Therefore troubleshooting performed during the upcoming outage will confirm the cause of the detector failure.

SCHEDULE FOR RESTORING SYSTEM The outage started September 30, 2013, with repair of the radiation monitor and post maintenance testing to follow. If the MSL radiation monitor, RE-26-62, is not restored to service by the end of SLI-25 an update will be provided.}}
