SUBJECT: NRC INSPECTION REPORT 50 382/97 18
Dear Mr. Dugger.
An NRC inspection was conducted November 4 7,1997, at your Waterford Steam Electric
Station, Unit 3 reactor facility. The enclosed report presents the scope and results of that
inspection. ,

The :nspection included implementation of your emergency plan and procedures during your
biennial emergency preparedness exercise. Overall, performance during the biennial
exercise was generally good; however, three exercise weaknesses were identified. The
three exercise weaknesses involved: (1) the failure to adequately monitor and control
radiological exposures and establish contamination controls, (2) the failure of the fire
brigade to use required respiratory protection, and (3) the failure to issue a timely protective
action recommendation upgrade. While performance in the Technical Support Center,
Control Room Simulator, and the Emergency Operations Facility were good to very good,
aspects of performance in the Operational Support Center were lacking and indicated a ,
need for remedial actions. It is our understanding that you plan to conduct a remedial drill
for the Operational Support Center in February 1998.
Exercise weaknesses, according to 10 CFR Part 50, Appendix E.IV.F.2.g, are inspection :
findings that need to be corrected by the licensee. Therefore, you are requested to provide !
this office with a det.cription of your corrective measures and your schedule for completing
these actions within 30 days after receipt of this letter.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and
its enclosure will be placed in the NRC Public Document Room.

them with you.
