This item was initieilly reported by Mr. Gene Rathbun of Kansas Gas and Electric Company to Mr. Mike Murphy of the Nuclear Regulatory Com-mission, Region IV, on June 20, 1983.

	During startup testing some safety-related GE AKR breakers were i inspected at Wolf Creek and it was discovered that some of the l insulated couplings were cracked. The coupling is a 2" x 2" x 1" l ceramic block which moves the breaker centacts into their closed position as the closing mechanism operates.
