REQUIREMENT FOR REPORT This report is required by Unit I and Unit 2 Technical Spe':ifications section 6.9.2. which states that Special Reports for fire protection equipment shell be submitted as required by the fire Hazards Analysis (FHA) and its Appendix B requirements.
Appendix 0 of the FHA, section 1.9.1,       states that emergency lighting equi > ment must be operable at all times. The ACTION statement says that in tie event a battery powered emergency lighting unit is inoperable for greater than 72 hours, a Saecial Report must be submitted to the Nuclear Regulatory Commission titlin 30 days.       In the event described in this report, 11 battery powered emergency lighting units were inoperable for greater than 72 hours.
B. UNIT STATUS AT lime Of EVENT On 5/2/91 Unit I was in the run mode at a power level         of 2312 CHWT (94 9% of rated thermal power), and Unit 2 was in a refueling outage with the reactor vessel flooded and the core partially reloaded.
C. DESCRIPTION Of EVENT On    5/2/91,   performance of surveillance procedure 42SV-fPX-003-0S,
                  'EMERGENr.Y    LIGHTING SURVEILLANCE,* was begun.        This involved an inspection of physical condition, indicating lamps, electrolyte level, etc.,   as well as an 8-hour battery discharge test which is performed on one-third of the lighting units every 120 days, such that all the lights I                 are tested at least once oer year. The inspection is required by the l
fire Hazards Analysis, Appendix B, section 2.9.1.a. The 8-hour battery discharge test is required by the fire Hazards Analysis, Appendix D, section 2.9.1.b.
Several    -discrepancies were found during the performance of the surveillance. Nonconformances and corrective actions are tabulated below. All deficient conditions were discovered by the annual 8-hour b6ttery discharge test unless otherwise noted.

CAUSE Of EVENT The causes of the failures in the various battery powered emergency lighting units are tabulated above.
Efforts were made to repair the lights in a timely manner and the majority of the failed units were repaired within the 72-hour period.
Over 400 lighting units were inspected and tested, more than 80 of which had their annual 8-hour discharge test performed. 28 units failed some part of the surveillance.          Repairs for the failed units              involved replacing batteries, lamp heads, charging units and, in some cases, the entire lighting unit. Following the repair, the monthly inspection and 8-hour discharge tests were performed again.
Therefore, due to the large number of tests performed and the extent of the repairs, the 11 units discussed in this report were not restored to operable status within 72 hours.
E. ANALYSIS OF EVENT The battery powered emergency lighting units are designed to provide illumination for certain pieces of equipment in the event of a fire concurrent with a loss of site power (LOSP). During an LOSP the automatic load shedding function of the emergency diesti generators will disconnect power to various areas of normal plant lighting, thereby triggering the emergency lights. The tabulation above shows the areas the   battery powered emergency lighting units were                    intended to illuminate.
In the event that the normal building lights in these areas are extinguished,    plant operators can use flashlights for any required emergency operations in the areas listed. Procedure 34G0-0PS-030-1S, "INSIDE DAILY ROUNDS," requires plant operators to carry flashlights with them during their daily rounds. Also, flashlights are available continually in the Maintenance Tool Storage Area for use during emergencies.

In addition to flashlights, emergency lights IR42-E100 and IR42-E024 are also available to aid in the lighting of IR24-50ll and the CRD units. The rest of the lights listed in the table provide lighting for access only, folinwing completion of corrective actions on the failed lights, the surveillance procedure was repeated, including the 8-hour battery discharge      test.            All the affected lights passed the test after completion of maintenance activities.
Based on the above analysis, it is concluded that this event had no adverse impact on nuclear safety,
: f. CORRECTIVE ACTIONS The corrective action for each inoperable light is listed in the table.
The affected battery powered emergency lighting units were verified operable by performing the monthly inspection and 8-hour battery discharge      test in accordance with the requirements of the FHA, Appendix B, sections 2.9.1.a and 2.9.1.b.
