Fitness for Duty Program Six Month Performance Report January - June 2002 PROGRAM

SUMMARY

The Waterford 3 annual random testing rate is 50 percent. During this reporting period, approximately 26.0 percent of the population have been randomly tested. The rate of positive tests from random testing is 0.39 percent.

POSITIVE RESULTS:

As shown on the attached sheets, there were a total of 20 confirmed positive test results. One of the positive test result cases was confirmed positive for 3 substances. Of the substances tested for, Marijuana accounted for 59 percent of the substances showing positive results. Entergy uses a more stringent cutoff for marijuana, resulting in 78.6 percent of the marijuana positives.

MANAGEMENT ACTIONS:

Access was denied for the seventeen short-term contractor personnel that tested positive during pre access testing Management was notified and the individuals' files were annotated to reflect the positive results and management's actions.

Three contract workers and two licensee employees were tested during post accident testing. All five samples were returned with negative results.

Management was notified of one licensee employee that tested positive for marijuana during random testing. The employee's unescorted access was removed. The individual was suspended for two weeks pending recommendations from the Employee Assistance Program evaluation.

There were two licensee employees that participated in the follow-up program. Access was denied for one employee who tested positive for alcohol while participating in follow-up testing. Management was notified and the individuals' file was annotated of the positive results and management's actions.

Pre-access samples received from two contractors were classified as suspect samples. One was due to the reaction of a nitrite test and the other was due to a nitrite test and inadequate temperature of the urine specimen. Additional specimens were collected under direct observation and classified as "Other". Both samples were sent to the confirmatory lab. One of the samples collected under direct observation was classified as positive. Management was notified and the individual's file was annotated to reflect the positive results and management's actions EVENTS REPORTED TO THE NRC:

During this reporting period, there were no violations of the Fitness for Duty Program that were reportable.
