Citnton Power Station Notification of Unueual Event i

on Wednesday, May 6, 1987, at apprcximately 0617, tne reactor was manually scrammed when a feedwatet valve which controls the flow of water to the reactor failed opea, and reactor pressure vessel level began to rise. A Notification of Unusuni Event (NOUE) was declared as required by Emergency Plan Implementing Procedure (EC-02), " Emergency Clasnifications." This procedure requires that a Notification of Unusual Event be de:lared for conditions which involve other than normal controlled shutdown. A description of the event is as follows:

At 0603 hours0.00698 days <br />0.168 hours <br />9.970238e-4 weeks <br />2.294415e-4 months <br /> an operator found the hydraulic unit for the  ;

feedwater flow regulating valve flFR004) leaking hydraulic oil.

This valve is on the discharge line of the Motor Driven Feed Pump and controls feedwater flow to the reacter pressure vessel (RPV).

At 0617 hours0.00714 days <br />0.171 hours <br />0.00102 weeks <br />2.347685e-4 months <br />, IFWOO4 failed as in in the open position. Water level in the RPV began to rise. The main control room reactor {

operator manually scrammed the reactor before the high water level scram setpoint was reached.

[ At 0627 hours0.00726 days <br />0.174 hours <br />0.00104 weeks <br />2.385735e-4 months <br />, with the renctor shutdown, a Notification of Ununual Event van declared. The State of Illieris was notified of the NOME at 0628 hours0.00727 days <br />0.174 hours <br />0.00104 weeks <br />2.38954e-4 months <br />, and the Nuclear Regulatory Commission Incident Response Center was notified at 0655 hours0.00758 days <br />0.182 hours <br />0.00108 weeks <br />2.492275e-4 months <br />. At 0705 hours0.00816 days <br />0.196 hours <br />0.00117 weeks <br />2.682525e-4 months <br />, after the reactor was shutdown and in a stable condition, the NOUE was terminated, and the State of Illinois ano the Nuclear Regulatory a Commission Incident Renponse Center were notified.
