Clinton Power Station Construction Permit No. CPPR-137
Dear Dr. Denton:
In Letter U-0728 dated August 22, 1984, Illinois Power Company (IP) requested that the latest date for completion of construction of the Clinton Power Station (CPS) as specified in Construction Permit No. CPPR-137, be extended from October 1, 1984 to October 1, 1986.
The Nuclear Regulatory Commission (NRC) granted this request on March 8, 1985.
Illinois Power, on behalf of itself and as agent for Soyland Power Cooperative, Inc., and Western Illinois Power Cooperative, Inc., hereby requests that the latest date for completion of construction of CPS be further extended to October 1, 1987.
10CFR50.55(a) of the Commission's regulations states that each constructor shall state the earliest and latest date for completion of construction or modification.
In IP's letter request for extension of the construction permit from October 1, 1984 to October 1, 1986, it was stated that the expected fuel load date was January 1986.
This date has been updated in several letters entitled, " Readiness to Load Fuel": and on June 17, 1986, in Letter U-600613, the operating license, authorizing fuel load and low power testing was requested.
This letter stated that IP will be ready for fuel load on or about July 15, 1986.
This date has subsequently been extended into August of 1986.
To allow for unexpected contingency, IP is requesting that the latest completion date be extended to October 1, 1987 pursuant to 10CFR50.55(b).
As detailed in the above-mentioned " Readiness to Load Fuel" letters, IP has diligently pursued substantial completion of preoperational testing, construction and all other actions necessary for issuance of an Operating License.
The evolution in the required level of completion provides good cause for grant of the extension of the latest completion date to October 1, 1987.
