ALL AGREEMENT STATES NON-AGREEMENT STATES STATE LIAISON OFFICERS UPDATE ON U.S. NUCLEAR REGULATORY COMMISSION RE-ENTRY PLAN FROM MAXIMUM TELEWORK (STC-21-054)
Purpose:
To provide an update on the U.S. Nuclear Regulatory Commissions (NRC) re-entry plan from maximum telework.
Background:
On January 31, 2020, the U.S. Department of Health and Human Services declared a public health emergency (PHE) for the United States to aid the nations healthcare community in responding to the novel Coronavirus Disease 2019 (COVID-19). STC 20-029 was issued on April 7, 2020, to provide information about the NRCs monitoring activities associated with COVID-19 and to address common questions regarding potential effects to the National Materials Program.
Discussion: As you are aware, we have been supporting our mission functions during the PHE for over a year during the periods of mandatory and maximum telework. As part of a broad Federal planning effort for re-entry into the workplace, NRC developed a plan to transition to an in-office work status. On July 23, 2021, the Office of Management and Budgets approved NRCs re-entry plan, which includes a full re-entry date of September 26, 2021. Full re-entry means that the maximum telework or mandatory telework that NRC has been under since March 2020 will end, but many flexibilities will remain. As a first step towards NRCs transition to re-entry, the agency has lifted the 25 percent occupancy limit in all NRC buildings. NRC will continue with maximum telework until the full re-entry date. Although maximum telework will end on September 26, 2021, the NRC will continue to offer staff and managers expanded telework opportunities.
NRC will continue to prioritize the safety of its workforce with the health and well-being of NRC employees at the center of any agency decision-making conducted in accordance with Centers for Disease Control (CDC) guidance. As the COVID-19 pandemic continues to evolve, NRC will continue to monitor changing conditions, and related CDC guidance, and will ensure appropriate steps are taken including, if necessary, the postponing of the full re-entry date.
