In July, September, and December 1993; Houston Lighting &
Power Company (HL&P) submitted corrective action plans to address weaknesses identified with the Emergency Preparedness program.
Since submitting this information, an in-depth self-evaluation of-the South Texas Project Emergency Response Program was performed.
As a result, a comprehensive action plan and integrated schedule for 1994, as discussed with members of Region IV staff, has been developed and is being implemented. It addresses program weaknesses previously identified in References 1 and 2, and the root causes of long standing Emergency Response training issues.
Key elements of_this plan are:
1.
Re-alignment.of the Emergency Response Organization (ERO)to correlate emergency duties with assigned line management and station responsibilities.
2.
Development of indoctrination training for new ERO candidates.

Construction and implementation of a' series of.
performance based workshops.
These workshops will be presented in a building block fashion (fundamentals before integrated operations).
Providing training in this manner increases the ability of individuals to understand material by building on previous.information and experience.
4.
Conduct of workshops on a team basis to promote confidence and synergy; and increase proficiency.
5.
Conduct of table top facility' drills after each series of team workshops to reinforce lessons learned.
6.
Conduct of initial and requalification course material throughout 1994.
7.
Conduct of a series of combined' functional drills throughout 1994 to maintain the desired level of-proficiency.
This plan provides a more complete response to the concern raised in Weakness 9317-02, regarding technical assessment,.
diagnosis and mitigative action in the Technical Support Center; accordingly it supersedes previous commitments made in References.1 and 3.

information.
