INTRODUCTI N .

During 1986 the Shoreham Nuclear Power Station renained shutdown until August 4, when testing below 5% power resumed. During the test period the main turbine generator was synchronized to the grid for a 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> run. Testing was successfully empleted and a plant outage began on Septsober 2, and continued through the remainder of the year. This Semiannual Effluent Release Report, subnitted in accordan with Technical Specification 6.9.1.7, covers the periods

- fran July 1,1986 through Septanber 30, 1986, and October 1, 1986 throup Decstber 31, 1986. Meteorological data sumnaries for the whole of 1986 are inclu2ed as is an assessment of offsite doses due to liquid and gaseous effluents for the whole year.

A. SUPPIDENTAL INFORMATION

1. Regulatory Limits Shoreham's effluent regulatory limits are defined in Facility Operating License NPF-36, Shoreham Nuclear Power Station, Appendix A, Technical Specifications.

a) Limits for gaseous effluents and noble gases are covered by Technical Specifications 3.11.2.1 and 3.11.2.2.

b&c) Iodines and particulates with half-lifes treater than 8 days in gaseous effluents are addressed in Technical Specification 3.11.2.3.

-d) Liquid effluent limits are described in Technical Specifications 3.11.1.1 and 3.11.1.2 e) In addition, the following radionuclides for liquid effluents had typical minimum detectable activities of:

No_ isotopes above mininun detectable activities wera measured in gaseous effluents.- -'1herefore, there is no reportable average energy for this time period.

- 4. - Measurments and tw uaimations r of Total-Radioactivity

- a-d) Sanples were collected in the manner and with the frequency prescribed-in Technical Specifications Surveillance Requirements 4.11.1.1.1 and 4.11.2.1.2. Sanples were analyzed in accordance with Technical Specifications Tables 4.11.1.1.1-1 and 4.11.2.1.2-1 regarding both type of analysis-and level of sensitivity. Most sanples were analyzed by gmana egL.% with a Ge(Li) or .

intrinsic germanium detector. A liquid scintillation counter was used to analyze for H3 and Fe-55 while Sr-89,90 analyses were done by proportional counter. Sanples analyzed for ' iron and strontitan underwent a chenical separation prior to (munting. Approved sanple collection and analysis procedures were 'followed.

i Analytical- results are examined to ensure that the mini == I sensitivity levels required by Technical Specifications lower limits of detection have been met. Any identifiable peaks above

-background are quantified.

required ' lower = limits of detection - (LIDS) . Counting IIDs reflect a' two-sigma level of confidence. For liquid measurements, the overall error is estimated frm the tank sanpling error and frczn counting error at values close to minimum detectable activities to be approximately 50%.

All sanples' of gaseous effluents were analyzed and determined to be at or below

. mininum detectable activities for;all radionuclides listed in Shorehan's Technical Specifications. These NDAs were below the lower limits of detection required in Technical Specification Table 4.11.2.1.2-1. In addition, to other radionuclides were identified. Therefore, no entries were made in Tables IA,1B or IC.

T SEMIANNUAL RADIOACTIVE EFFLIENT RELEASE REPORP c - LIQUID EFFLUENT 3rd and 4th Quarters of 1986-f Tables 2A and 2B contain information on the liquid batch releases for the thini and fourth quarters of 1986. 'Ihere was no circulating water flow during the fourth quarter. Dilution was by service water.only. There were no radionuclides above ICA in continuous liquid releases, therefore, liquid discharge data for the continuous releases are not included'in the table.

Radionuclides that were at or below the ICA's, which were below the ILD's required in Technical Specification Table 4.11.1.1.1-1, are not included in the Tables.

This section of the waste type code normally indicates the type of solidification agent used. If one was used it would have indicated CM for cement.

All high integrity containers are qualified to Department of Transportation specification 7A Type A containers and were filled with low specific activity material. Exterior volume is 158 cubic feet and the usable interior volume is 140 cubic feet.

1986 RadiNtion doses due to the liquid releases reported for 1986 were calculated in accordance with the methodology and parameters in the GXM, using the LADEP II ocmputer program. There was no release of radioactivity via the gaseous

effluent pathway in 1986. Table 4 sunmarizes permlation doses, doses to the maxinun exposed individual and doses to members of the public due to their activities inside the site boundary. Maibers of the public are asstuned to be inside the site' boundary for recreational activities on the Wading River.

. Detailed individual and population' doses are given in the following pages, along

.with usage and other parameters used in the calculations. These detailed doses were calculated ~on a quarterly basis using the total liquid release for the quarter although the results are given in terms of annual dose. No credit was taken for service water dilution in first quarter dose calculations.

Direct radiation (as measured on quarterly TID's) made no contribution to offsite doses based on a ocmparison of 1986 dose rates with 1984 (preoperational) dose rates. The highest dose measured was 4.9 mrem / standard

' month (30.4 days) at indicator location 6A1 ocupared to the 1984 dose at the same mavi=_un location of 5.1 mrem / standard month. Similarly, the average for all indicator locations was 3.8 mRen/ standard month ocnpared to a 1984 value of 3.9 mRen/ standard month.

SH4IANNUAL RADIOACTIVE EETLUENT RELEASE REPORP G - KP & CDCM REVISIONS MO CHANGES 'IO RADWASTE SYSTDiS According to Technical Specification 6.9.1.7 the Smiannual Radioactive Effluent Release Report shall include any changes to the Process Control Program (ICP) and to the Offsite Dose Calculation Manual (CDCM) made during the reporting period. No changes were made to the PCP or the CDCM during the reporting period.

In accordance with SNPS Technical Specification 6.15, licensee initiated major changes to radioactive waste treatment systms are presented here.

CRCES-TIE 'IO ALIIM PARATIE OPERATICN OF OFKAS SYSTH4 COOLER CCNDH4SERS N62-E101A/B (DOP 85-106)

A cross-tie was installed in the Offgas System between trains A and B upstream of the Cooler Condensers to allow their parallel operation, thereby permitting greater capacity in the syst s , especially during startup, when excessive condenser air in-leakage is experienced.

1. The Offgas Systs is not safety related. Technical Specification changes were not necessary since capacity is not covered, and hydrogen concentration is not increased. A review of all accidents previously evaluated in the FSAR concluded that the change has no affect on any of the reported conclusions. Radiological releases and off-site doses renin unchanged.

'Ihe possibility of an accident differt.nt frm those evaluated in the FSAR is not created. Any consequence of a malfunction of equipnent previously evaluated in the FSAR will not increase, nor will this change affect or cause the malfunction of equipnent in any way that is different than those malfunctions evaluated in the FSAR. Also, no reduction in the margin of safety as defined in the Technical Specifications will result.

2. General Electric (G.E.) has reported that experience in starting up other EWR's shows a significantly greater rate of condenser air in-leakrge than anticipated in the design stages. Until the source of the leaks are identified and corrected, it is prudent to modify the Offgas Systs to a greater than design capacity. An analysis made by G.E. demonstrated that the Cooler condenser heat transfer area in one train would limit the ability of the systm to maintain the dew-point of the process stream below 0*F, thereby reducing the capacity of the charcoal absorbers furtier downstream to hold up noble gases. Thus, to provide the capability to handle the additional capacity, a cross-tie is inerted to allow both trains to operate in parallel during start-up, frm the cooler-condensers and further on downstream in the syst s as may be appropriate. The system can be operated in this mode until the in-leakage is reduced to design capacity by identifying and correcting sources of condenser leaks. This change does not affect any other statements made in the FSAR regarding operation; therefore, it will not affect the releases.

3. A 3 inch cross-tie line with double manual block valves, each furnished with spark-resistant trim, is installed up-stream of the Cooler Condensers to allow both trains to function in parallel frm that point downstream in the systen as may be appropriate for the given cperational situation, such as startup. Both valves are equipped with reach rods for AIARA considerations.
4. Since the air capacity of the systen has simply been increased, and no changes frm the license application and amendments are expected, an evaluation of predicted releases of radioactivity was not needed.
5. Since only system air capacity has been changed, an evaluation to determine any change frm the previously reported expected maxinum exposures to a member of the public in unrestricted areas and to the general population was not needed.
6. Since the only change is an increase in system air capacity, there are no expected differences in gaseous isotopic releases, and, thus, no prediction of releases was needed.
7. It is estimated that exposure to plant personnel will be essentially the same as evaluated previously. 'Ihis statement can be made since the valve wheels have been located in places where operators will receive little or no radiation because of fairly elaborate use of reach rods. Careful consideration was also given to the shielding between Recmbiner rooms to permit maintenance on one Rectmbiner skid while the other is operational.

The double valving feature also decreases the maintenance expomtre by providing extra sealing assurance.

! 8. The change was reviewed and accepted by the Review of Operations Conmittee on 10/28/86. A copy of the sion-off sheet is attached.

SDlIANNUAL RADIQACTIVE EETLUDTP RELEASE REPORP 11 - MISCELLANEXXJS SPECIAL REPORPS 3rd & 4th Quarters of 1986 Action Statenont b. of Technical Specification 3.3.7.10 requires that when certain liquid effluent monitoring instrumentation remains inoperable beyond a specified period of time, the reason why the inoperahlity was not corrected within that time should be explained in this Report.

The rim heat exchanger service water radiation monitors 23A and B were declared inoperable on July 4. 'Ihe probim was discovered to be a cmbination of inadequate sample flow due to undersized sanple lines and the monitor control logic. The probim required design modifications to the systs. Due to the lead time necessary to prepare, document and inpiment these modifications, the inoperability was not corrected within the specified 30 day period. Grab samples are being collected at least once per 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br /> and analyzed for radioactivity at an LID of at least 10 E-7 uCi/ml, in accordance with Technical Specification requirenents.

In the previous Smiannual Radiological Effluent Polease Report, the tarporary discontinuation of milk sanples frm the primary indicator location, 6B1, was reported pursuant to Action Statement c. of Technical Specification 3.12.1.

Icafy vegetables were collected in lieu of the milk sanples. A new milk sanpling location, meeting all the requirments of Technical Specification Table 3.12.1-1.4a, was identified during the reporting period covered here; however, it was not added to the CDCM during the period. Since leafy vegetables were not harvested during Decatber, milk sanples frm the new milk sanpling location 6B2, were used to satisfy the requirements for the Technical Spex:ification indicator location.

The CDCM is in the process of being revised to replace the secondary indicator location 11C1, with 6B2.
