Submitted its Initial Regulatory Engagement Plan for the Antares R1 Microreactor On July 31, 2025, Antares Nuclear, Inc. submitted its initial Regulatory Engagement Plan (REP)
(Agencywide Documents Access and Management System (ADAMS) Accession No. ML25212A105) for the Antares R1 microreactor. The Antares R1 is a 1.5 MWth, graphite-moderated, sodium heat pipe-cooled factory-fabricated microreactor. The REP outlines the basic design and testing strategy for the Antares R1, its general regulatory strategy (including Department of Energy (DOE) authorization), and planned pre-application activities, including white papers, technical reports, and topical reports to address design features. While the REP does not confirm a specific licensing pathway or timeframe, Antares currently expects to submit a Design Certification application.
NRC Hosted Two Public Workshops Focused on Streamlining the Operating Reactor Licensing Review Processes to Modernize our Operating Reactor Licensing Reviews to be More Efficient, Transparent, and Risk-Informed On August 5, 2025, the Office of Nuclear Reactor Regulation (NRR) staff hosted two public workshops with Nuclear Energy Institute (NEI) and industry, focused on streamlining the operating reactor licensing review processes to modernize our operating reactor licensing reviews to be more efficient, transparent, and risk-informed. The first workshop focused on strengths and opportunities to expand the use of the Risk-Informed Process for Evaluations (RIPE). The staff also introduced the concept of the Generic Risk-Informed Process (GRIP),
which seeks to utilize generic risk-informed criteria to determine when a licensing action that is not within the scope of a traditional probabilistic risk assessment model should be considered very low/minimal safety significant. The second workshop focused on a Graded-Approach for Streamlining the Operating Reactor Licensing Reviews, which is based on well-thought criteria, such as safety and risk significance, precedence, complexity, etc. This process is intended to implement smarter processes and targets to streamline our reviews well beyond the overall, 10% reduction in review schedules and resource use that are currently in place. These initiatives directly support the mandates of Executive Order 14300 and ADVANCE Act, Section 505. Staff received very positive feedback from NEI and industry on these initiatives.
NRC issued Information Notice 2025-04, Use of Approved Quality Assurance During Exigent Conditions On August 6, 2025, the U.S. Nuclear Regulatory Commission (NRC) issued Information Notice 2025-04, Use of Approved Quality Assurance During Exigent Conditions (ML25121A128). The purpose is to notify licensees and applicants of the potential for inappropriate implementation of the Quality Assurance alternatives approved for use during exigent conditions.

NRC Staff Held a Virtual Public Outreach Meeting Via Microsoft Teams to Discuss the Potential Restart of the Christopher M. Crane Clean Energy Center On August 6, 2025, the NRC staff held a virtual public outreach meeting via Microsoft Teams to discuss the potential restart of the Christopher M. Crane Clean Energy Center (CCEC). The meeting was hosted by Region 1 and included the CCEC Restart Panel Co-Chairs and project staff from Region 1, NRR, Office of Nuclear Security and Incident Response, and Office of Nuclear Material Safety and Safeguards. Over 140 members of the public were in attendance and the NRC staff heard comments and questions from approximately 20 participants. The virtual meeting allowed the NRC staff to engage with a broader audience that may not have been able to attend the in-person meeting near the CCEC on July 31, 2025.
NRC Issued Updated Schedule and Resource Letters with Improved Review Timelines and Resource Needs for Multiple License Renewal Reviews On August 7, 2025, updated schedule and resource letters were issued for the license renewal reviews for the Browns Ferry Nuclear Plant, Clinton Power Station, Dresden Nuclear Power Station, H.B. Robinson Steam Electric Plant, Point Beach Nuclear Plant, and St. Lucie Plant.
The staff has improved review timelines and resource needs for both safety and environmental reviews building on our experience over the past 2 years implementing the license renewal roadmap, identifying and focusing our license renewal resources on elements of the review that have the greatest impact on safety.
NRC Released Draft Regulatory Guide DG-1439, Guidance for Technology-Inclusive Risk-Informed Change Evaluation for Public Comment On August 8, 2025, NRC released draft regulatory guide (RG) DG-1439, Guidance for Technology-Inclusive Risk-Informed Change Evaluation for a 30-day public comment period.
The proposed RG describes an acceptable approach for using a technology inclusive risk-informed change evaluation process for changes to a facility described in final safety analysis reports (as updated). The RG endorses with clarifications the methodology described in NEI 22-05, Revision 0, Technology Inclusive Risk Informed Change Evaluation (TIRICE); Guidance for the Evaluation of Changes to Facilities Utilizing NEI 18-04 and NEI 21-07 issued January 2024, as an acceptable alternative to using the criteria in Title 10 of the Code of Federal Regulations (10 CFR) 50.59, Changes, tests and experiments.
August 15, 2025 Week Ending: August 8, 2025 ENCLOSURE D Office of Nuclear Material Safety and Safeguards Items of Interest State of Wyoming Submitted Final Application to Amend Agreement with NRC On August 7,2025, the State of Wyoming submitted their final application to amend their Section 274b Agreement to the U.S. Nuclear Regulatory Commission (NRC). Governor Gordon's letter requests that the NRC relinquish their authority to Wyoming for the regulation of source material removed from mineral resources not for its uranium or thorium content. One license would be transferred to Wyoming if the Commission approves the request.
NRC Staff Issued Disa Draft Environmental Assessment for 30-Day Public Comment Period On August 8, 2025, NRC issued a Federal Register notice (90 FR 38514) to announce the availability of a draft environmental assessment (EA) (Agencywide Documents Access and Management System (ADAMS) Accession No. ML25216A003) for the proposed issuance of a license to Disa Technologies. The draft EA will be available for public comment for 30 days. The EA generically assesses the potential impacts of issuing a multi-site service-provider license and provides assumptions to support applicability of the Finding of No Significant Impact at each site. Before Disa mobilizes to any site, the staff will complete site-specific consultations under Section 7 of the Endangered Species Act and Section 106 of the National Historic Preservation Act. The staff will also conduct limited-scope, site-specific environmental reviews when needed to supplement the generic EA.
NRC Staff Accepted the Global Laser Enrichment Application for Review On August 4, 2025, the NRC staff completed the acceptance review and accepted the license application from Global Laser Enrichment (GLE) to construct and build the Paducah Laser Enrichment Facility (PLEF) for enriching depleted uranium feedstock up to 8-weight percent U-235. The acceptance was completed without additional requests for supplemental information due to a revised pre-application process that provided actionable feedback to the applicant prior to submittal. GLE indicated that the PLEF license application will have significant overlap to the previously approved and subsequently terminated GLE license SNM 2019. The staff will leverage this prior approval and ADVANCE Act and Executive Order efficiencies to issue the safety evaluation report and environmental impact statement within 18 months from acceptance.
This schedule is at least 12 months shorter and anticipated to consume 40 percent less resources than the historical average. A mandatory hearing will follow at the completion of the review.
NRC Staff Participated in International Symposium on Packaging and Transportation of Radioactive Materials Staff from the Office of Nuclear Material Safety and Safeguards and the Office of Nuclear Reactor Regulation participated in the 21st International Symposium on the Packaging and Transportation of Radioactive Materials, PATRAM 2025 (July 27 - August 1). Staff provided a keynote address, presented four technical papers, chaired and co-chaired technical sessions, participated on a Floating Nuclear Power Plant panel, and had numerous discussions in the margins about recent changes impacting the NRC. Mr. David Pstrak received the Ron Pope Award for his outstanding contributions to the PATRAM Planning Committee. There were over
