1.0 INTRODUCTION

-- ted in accordance with Subsection 5.4.1 of Appendix B to River Bend Sta--

tion License Number NPF-47. l River Bend Sta' tion (RBS) consists of 'a 936' MWe General ~ Electric -

boiling water reactor located on 3,342-acre site in West Feliciana Par-ish, . Louisiana, 4.1 12a '(2;5 mi) . southeast of St. Francisville. Waste heat from RBS is ~ dissipated via 'a closed cycle system using four mechan-ical-draft / cooling towers which draw makeup water from the Mississippi:

River, 3.3 (air)' km '(2.0 mi) to the - southwest. Blowdown from the normal coolingLtower-system is discharged to the_ Mississippi River through a-

' submerged pipe'about 200 meters (660 f t) ~ downstream from the makeup-water intake._

acceptable manner, as established by the Final Environmental Statement.- Operating License Stage (FES-OL; NUREG-1073) and other Nuclear Regulatory Commission (NRC) impact assessments.

2.. To coordinate NRC requirements and maintain consistency with other Federal, State, and local requirements for environmental protection.

3. 1To keep NRC informed of the environmental effects of facility construction and operation and of actions taken to control those effects.-

2.0 ENVIRONMENTAL PROTECTION ISSUES In the FES-OL dated January 1985, the NRC staf f considered the environmental impacts associated with the operation of River Bend Sta-tion Unit 1. Certain environmental issues were identified which re-quired study or license conditions to resolve environmental concerns and to assure adequate protection of the environment.

2.1 Aquatic Issues No specific aquatic issues were identified by the NRC staff in the FES-OL. Environmental concerns which relate to water quality are regu-laced by way of the facility's National Pollutant Discharge Elimination System (NPDES) Permit and Louisiana Water Discharge Permit.

' changes in,' or. damage;to, nearby. vegetation on RBS property (FES-OL Section.5.5.1).. .A monitoring' program to identify the extent of impacts and the mitigative actions' necessary, if any, is 'specified 'in EPP Sub-section 4.2.2.

2.3 Noise Issues Operation of the normal cooling towers and transformers at RBS may

3.0- CONSISTENCY REQUIREMENTS 3.1

Plant Design and Operation In accordance with'the EPP, RBS personnel prepare and record an environmental evaluation of any proposed changes in plant design or operation-or performance of any test or experiment which may signifi-cantly affect the environment. Such evaluations are not performed on activities which: (a) do not affect the environment; or (b) are required

~

for compliance with non-NRC environmental regulations.

, The environmental evaluation process is administered through pro-

[ grams governing design modification and the development of written pro-cedures. Before engaging in additional construction or operational activities which may significantly affect the environment a determina-tion is'made and recorded as to whether any proposed change involves an unreviewed environmental question (UEQ). A proposed activity involves a UEQ if it concerns:

a) a matter which may result in a significant increase in any adverse environmental impact previously evaluated in the FES-OL, environmental impact appraisals, or in any decisions of the Atomic Safety and Licensing Board; b) a significant change in effluents or power level; or c) a matter, not previously -reviewed and evaluated in the documents specified in (a) above, which may have a sig-l-

nificant adverse environmental impact.

If the activity meets any of these criteria it must either not be per-formed as proposed or a written evaluation must be prepared and submit-ted for prior NRC approval.

- ViolationsLof' NPDES and Louisiana Water Discharge permits have been reported'to,the NRC by submittal of reports required in the permits (see Table - 1) . 3 -No revisions to the permits were proposed during the period 4 -

covered by this report. However, an application to. revise NPDES Permit No. LA0042731 and Louisiana Water, Discharge Permit No. WP0409 was sub-- '

mitted to' Region VI of the Environmental Protection Agency;(EPA) and the Louisiana Department of; Environmental' Quality (LA-DEQ).in-April, 1985.

A revised-NPDES Permit:No. LA0042731 became effective November 19,.1985, and,aJcopy of.this permit was submitted to'the NRC.within 30 days as 1 required by the EPP. ' Formal revision 4of the state permit (WP0409) is

. - .not complete.

3.31 Changes Required for ' Compliance with Other Environmental Regulations I 4 During the period covered by this report the following changes in plant- design' or operation .and performance of tests or experiments were required to achieve compliance with non-NRC environmental regulations:

RIVER BEND STATION ENVIRONMENTAL OPERATING REPORT FOR 1985/86 4.2 Environmental Monitoring 4.2.1 Aquatic Monitoring. -

a W'ter quality monitoring was performed in accordance with the requirements established in the sta-tion's NPDES and-Louisiana Water Discharge permits. Results were docu-mented in monthly Discharge Monitoring Reports _(DMRs) and nonroutine reports (Table 1), as . required, submitted to the EPA and LA-DEQ.

4.2.2 Terrestrial Monitoring. -

Vegetative communities of the RBS site and vicinity were aerially photographed on September 15, 1985, in accordance with Subsection 4.2.2 of the EPP. A resultant set of stereo color infrared transparencies is hereby submitted as Exhibit

1. These transparencies represent the last in a series of preopera-tional aerial photographs, inasmuch as operation of the normal cooling-towers did not begin until after October 31, 1985, the date of initial criticality.

It should be noted that an intensification of pine bark beetle damage is evident in an area immediately southeast of the normal cooling towers (near the center of Frame 4 of Flight Line #3 of the transparen-cies in Exhibit 1). A few trees in this area had been infected as early as 1984, but the expansion of infestation illustrated in the 1985 aerial photographs reflects a regional increase in pine bark beetle populations which worsened in 1985/86. On the recommendation of a forestry specia-list, about five acres (including the infected trees and a buffer zone) of pines were felled during the autumn of 1985 in an effort to prevent further spread of the disease. The infestation was in a mixed stand

. including hardwoods, so clear-cutting was not necessary; even so, the absence of the pines should be conspicuous in the 1986 photographs.

4.2.3 Noise Monitoring. - The requirement (EPP Subsection 4.2.3) to conduct an environmental noise monitoring program was only partially completed during the reporting period. Full-scale operation of the normal cooling towers was not. achieved until late Spring of 1986, so only the summer noise survey has been performed. During July and August, 1986, sound level measurements were recorded in daytime and nighttime at the nearest residence in each of six 45-degree compass sectors and at one or two rural control locations about 6.5 km (4 mi) northeast of the RBS cooling towers. At each location on each visit, measurements were made to obtain the statistical indicators Leq, L50, and L90 for A-weighted decibel levels as well as one-third octave band analysis. Results of environmental noise monitoring will be evaluated and included in the next Annual Environmental Operating Report, when information from the winter survey will be available.

. review and. audit of compliance with-the EPP.- The main group responsible' for auditsLof EPP-related activities, the RBS, Quality Assurance Depart-

. ment, reported.directly to the Senior Vice President - River Bend Nuc-

-lear Group.during the period covered in this report. . Audits of.compli-

~ ~

ance with non-NRC . regulatory requirements (e.'g., NPDES monitoring) are also performed by the corporate Environmental Engineering Group.

All findings identified during the reporting period were satisfac-torily resolved and did not indicate a significant deterioration of the activities being audited.

'5. 2 Records Retention.

Records and logs relative to the environmental aspects of plant L operation and audit activities are retained in the RBS Permanent Plant File. These records'and logs are available to the NRC on request. Re-cords of~ modifications to station structures, systems, and components determined to potentially affect the continued protection of the envi-

,, ronment will-be retained for the life of the' plant. Other records, data, and logs relating'to the EPP will be retained for five years or, where applicable, in accordance with the requirements of the EPA and LA-DEQ..

. -5.3 Changes in Environmental Protection Plan There were no requests for changes in the EPP during the period covered by this report.

5.4 : Plant Reporting Requirements 5.4.1 -Routine Reports. -

This Annual Environmental Opera-ting Report was prepared to meet the reporting requirements of EPP Sub-section 5.4.1 for the period from August 29, 1985, through August 28, 1986. Inasmuch as full-power operation was not achieved at RBS until late Spring of 1986, and the environmental protection activities re-quired by Subsection 4.2 of the EPP are mainly intended to address the

' initial year of operation, the monitoring programs are largely incom-plete. Summaries and analyses.of the results of monitoring programs, including comparisons with related preoperational studies, operational controls, and previous reports will be deferred until the next Annual Environmental Operating Report. During the period of this report there were no indications of significant-harmful effects or evidence of trends toward irreversible damage to the environment causally related to the operation of River Bend Station.
