NRC APPOINTS TWO REGIONAL ADMINISTRATORS The Nuclear Regulatory Commission has appointed two officials from within the agency to head its regional offices in Illinois and California, effective June 1, 1993.
John B. Martin, currently the Regional Administrator for the Nuclear Regulatory Commission's Region V Office in California, has been named as Regional Administrator of the Region III Office in Illinois and Bobby H. Faulkenberry, Deputy Administrator in Region V, has been selected to succeed Mr. Martin.
Mr. Martin will replace A. Bert Davis, who has been Regional Administrator in Glen Ellyn, Illinois, since April 1987.
Mr. Davis will retire May 31, 1993.
In another NRC Region III management change, Hubert Miller has been named as Deputy Regional Administrator, replacing Dr.
Carl Paperiello, who has taken a management position in the NRC Headquarters in Rockville, Maryland.
Mr. Miller was previously Director, Division of Reactor Safety, in Region III.
NRC's Illinois office covers eight states in the midwest with 27 operating nuclear power reactors and about 2,800 licensees using radioactive materials for industrial, medical, academic, and research purposes.
The California NRC office in Walnut Creek covers seven western states and the Trust Territory of the Pacific.
The region includes eight operating nuclear power reactors and about 260 radioactive materials licensees.
Mr. Martin has been Region V Regional Administrator since 1983.
He joined the NRC in 1976 and was Director, Division of Waste Management, in the NRC Headquarters before assuming the Region V post.
From 1962 to 1972 he worked with the Naval Reactors Division of the former Atomic Energy Commission as a nuclear component engineer and a branch chief, reporting to Admiral Hyman Rickover.
He directed all of the Naval Reactors Division refueling
operations at nine government and private shipyards.
He was Assistant Manager of the Schenectady, New York, Naval Reactors Office from 1972 to 1976.
Mr. Martin is a native of Peoria, Illinois.
He received his bachelor's degree in electrical engineering from the University of Illinois in 1962 and was awarded a certificate in nuclear engineering from Bettis Reactor Engineering School in 1964.
Mr. Faulkenberry has been the Deputy Regional Administrator in Region V since 1982, after holding progressively responsible positions in the Region.
He began his NRC career as an inspector in NRC's Region I office at King of Prussia, Pennsylvania.
He later transferred to NRC Headquarters, where he was instrumental in developing the agency's technical training program.
Before joining the NRC, Mr. Faulkenberry worked for the General Dynamics Corporation and the Northrop Corporation.
A native of Weatherford, Texas, Mr. Faulkenberry received a degree in chemistry from San Diego State in 1958 and completed graduate work in nuclear engineering at UCLA.
Mr. Davis has been with the federal government since 1959 when he joined the National Aeronautics and Space Administration at its Plum Brook Reactor Facility in Sandusky, Ohio.
He rose to the position of Chief of the facility before leaving in 1973 to join the NRC.
He began as a section chief in Region I and moved to Region III in 1978.
Before becoming Regional Administrator, he was a branch chief and Deputy Regional Administrator.
Mr. Miller began his career with the U. S. Nuclear Regulatory Commission in 1976 in the Office of Nuclear Material Safety and Safeguards where he held progressively responsible management positions in the areas of uranium mill tailings and high level waste management.
Between 1985 and 1987, he held division level management positions in the Office of Inspection and Enforcement and the Office of Nuclear Reactor Regulation where he was responsible for quality assurance, vendor, technical training, and operator licensing programs.
In 1987, Mr. Miller became Director, Division of Reactor Safety, Region III.
From 1970 to 1975, while in the U. S. Navy, he held various positions involving design, testing, and operation of Navy nuclear propulsion plants.
Mr. Miller earned two degrees from the University of Notre Dame in liberal arts and civil engineering.
He earned a masters degree in environmental engineering at the University of North Carolina School of Public Health in 1976.
