No: 21-049 November 17, 2021 CONTACT: Scott Burnell, 301-415-8200 NRC Approves License Transfers for Exelon Nuclear Plants The Nuclear Regulatory Commission has approved the indirect transfer of the licenses for 23 operating and five decommissioning reactors, and their associated independent spent fuel storage installations, from Exelon Corp. to a new company (HoldCo) as part of a corporate restructuring.
HoldCo will wholly own Exelon Generation Co. (renamed as SpinCo) and its subsidiaries.
SpinCo will continue to own and operate the plants to the same extent as before the transfers. The final names for HoldCo and SpinCo will be determined prior to the completion of the transfer.
The transfer covers the following operating reactors:
- Braidwood Station, Units 1 and 2, located 20 miles southwest of Joliet, Illinois
- Byron Station, Units 1 and 2, located 17 miles southwest of Rockford, Illinois
- Calvert Cliffs Nuclear Power Plant, Units 1 and 2, located 40 miles south of Annapolis, Maryland
- Clinton Power Station, located 23 miles southeast of Bloomington, Illinois
- Dresden Nuclear Power Station, Units 2 and 3, located 25 miles southwest of Joliet
- James A. FitzPatrick Nuclear Power Plant, located 6 miles northeast of Oswego, New York
- LaSalle County Station, Units 1 and 2, located 11 miles southeast of Ottawa, Illinois
- Limerick Generating Station, Units 1 and 2, located 21 miles northwest of Philadelphia, Pennsylvania
- Nine Mile Point Nuclear Station, Units 1 and 2, located 6 miles northeast of Oswego
- Peach Bottom Atomic Power Station, Units 2 and 3, located 17 miles south of Lancaster, Pennsylvania
- Quad Cities Nuclear Power Station, Units 1 and 2, located 20 miles northeast of Moline, Illinois
- R. E. Ginna Nuclear Power Plant, located 20 miles northeast of Rochester, New York

- Salem Nuclear Generating Station, Units 1 and 2, located 18 miles southeast of Wilmington, Delaware The following decommissioning reactors:
- Dresden Nuclear Power Station, Unit 1, located 25 miles southwest of Joliet
- Peach Bottom Atomic Power Station, Unit 1, located 17 miles south of Lancaster, Pennsylvania
- Three Mile Island Nuclear Station, Unit 1, located in Middletown, Pennsylvania
- Zion Nuclear Power Station, Units 1 and 2, located in Zion, Illinois The indirect transfer includes the independent spent fuel storage installations associated with those facilities.
The NRC staffs review of the license transfer application concluded that SpinCo and its subsidiaries have the financial and technical qualifications to conduct the activities authorized by the licenses. The NRC staff also concluded that, since the plants existing decommissioning funds will be transferred, SpinCo and its subsidiaries satisfy the NRCs decommissioning funding assurance requirements. The staff also concluded the facilities are not owned, controlled or dominated by a foreign entity.
